DEFIANCE COUNTY COMMISSIONERS

MONDAY, AUGUST 15, 2005

 

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 on Monday, August 11, 2005.  The meeting was called to order by Chairman Otto L. Nicely.  Also present were Commissioners Thomas L. Kime and Richard L. Cromwell; Becky Wagner, Administrator; Lyla Gurwell, Clerk, and Joanne Goerlitz, Deputy Clerk.

 

8:30 a.m.      General Session      Clerk, Lyla Gurwell presented various resolutions, contracts and documents for approval of the Commissioners.  Commissioners also approved several travel requests, reviewed the agenda items and the calendar of events, discussed upcoming meetings and updated information for the calendar of events.

 

10:00 a.m.    Engineer Warren Schlatter updated the Commissioners on projects including a recent completed paving project in the Village of Hicksville at Meuse Argone (Hicksville-Edgerton Road).  Village Administrator Kent Miller requested the use of permissive tax money ($20,082) for this paving project.

 

Reported he received a call from the Insurance Agent handling the Glenburg Road Bridge claim.  Mr. Schlatter reported he had received word the claim was denied but had no further details to offer.  Warren will contact the agent for the insurance company to find out what the basis was for denial of the claim and will also have discussion with the prosecuting attorneys office to see what can be done at this point to pursue reimbursement for repair or replacement of the bridge.

 

Commissioners signed the 2005 Pavement Marking contracts awarded to Aero Mark, Inc. for the amount of $79,523.10.

 

Also signed contracts for the Bowman Road Bridge Materials project awarded to R.G. Zachrich Construction Inc. for the amount of $165,699

 

 10:30 a.m.   Economic Development Assistant Director Matt Gilroy spoke to Commissioners regarding Enterprise Zone Agreements for Defiance Metal Products, Stover Family Investments, LLC & Agri-Lube, Inc., Defiance Stamping Company and Callan Investors, LLC., Olson Commercial Cold Storage, LLC., and The Hubbard Company.  The Commissioners will meet again on Monday, August 22nd at 1:30 to allow additional time for the Commissioners to review the documents.

 

11:00 a.m.    City officials along with Economic Development Director Jerry Hayes spoke to the board to further discuss the prospect of ZincOx coming to Defiance.  One issue involved is the unknown costs associated with running a pre-treatment facility. Jerry Hayes will draft a letter of intent to ZincOx for the commissioners and city officials to review by the end of the week.

 

In the meantime, the City of Defiance along with County Officials will be working with the state to obtain any grant money available for this project if ZincOx chooses to come to Defiance.

 

 

 

1:30 p.m.      Rural Development Specialist Lee Sonnenberg spoke to the Commissioners regarding the preparation of closing the Rural Development loan for the Indian Bridge – Green Acre Subdivision Sewer Collection project.  Rural Development has previously financed Defiance County for this Wastewater project. 

 

The current loan and grant have been used to construct a wastewater collection system to serve this small subdivision.  Treatment will be provided by the City of Defiance under a treatment contract that has been approved by USDA Rural Development. 

A pre-closing meeting is scheduled for September 19, 2005 at 1:30 to review further details prior to closing.

 

In further business, the Board of Commissioners reported that they had received a report from Tina Hiler, Senior Center Director regarding the successful Picnic in the Park – Latty’s Grove, Veterans Memorial Park.  Attendance was up from last year from 350 to 600 attending.  The commissioners would like to take this opportunity to thank the Auxiliary Board members, the Defiance County Senior Center employees, and all of the volunteers for a job well done.
