OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Monday, August 19, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

C.                OPEN ISSUES/DISCUSSION

 

Becky Wagner, County Operations Manager/Administrator, submitted two bids received for a new copier for the Recorder’s office.  The bids were as follows:  JBS - $5,100 and Perry Corporation - $6,548.  Becky will meet with the Recorder to compare proposals and service contracts before a decision is made.  Becky also noted that Jean Ziegler, Clerk of Courts, would like Jane’s copier.  Becky was also asked by the Commissioners to meet with Sharon Scheuerman of the Auditor’s office to get an inventory list of equipment purchase for 2002.  

 

Commissioners asked Becky of the status on the search for another employee for Wastewater operations.  She informed the Commissioners that Doug Rath and Greg Reinhart of Wastewater were working on the job description and should be done soon.  The position will be full-time.

 

She also noted that Tim Houck had reviewed the applications for Art Sauber’s replacement. Commissioners and the Administrator will review the applications before a decision is made. 

 

Commissioners received notice of a CHIP (Community Housing Improvement Program) grant award from the Ohio Department of Development.  The grant is in the amount of $525,000 and can be used for home repairs for individuals, rental rehab activities, emergency repairs, plus more.  The program will be administered by Maumee Valley Planning Organization. 

 

D.        APPOINTMENTS

 

8:30 a.m.        General Session –

 

Richard Cromwell, Commissioner-appointee, attended today’s meeting and was administered the Oath of Office for County Commissioner by Judge Joseph Schmenk, Common Pleas Court. 

 

During General Session, Commissioners:

Ø      Signed the Personnel Policy Manual resolution from August 15th

Ø      Reviewed information received from the Farm Service Bureau regarding 2002 crops

Ø      Signed several vouchers for Maumee Valley Planning

Ø      Commissioner Nicely signed paperwork for the 2002 Emergency Shelter Grant which will be submitted by Maumee Valley Planning

Ø      Signed the Landfill’s July fee report.  In-District waste received was 5,102.92 tons; Out-of-District waste received was 170.91 tons and Out-of-State waste received was 31.93 tons.  Total amount due to the district for July is $5,508.60.

Ø      Okayed a Purchase Order for Travel and Education for the Senior Services Center in the amount of $500.00

 

As various topics were touched upon, Commissioners gave Rich Cromwell a brief overview of the topic/project/situation.

 

 

9:30 a.m.        Gaylon Davis, County Engineer, and Warren Schlatter, Chief Deputy, met with the Commissioners to open bids for the Williams/Defiance County Line Road Bridge Replacement Project.  Others in attendance were:  Jeff Wiemken, Harper Structures; Lori Rath, Fort Defiance Construction and Brian Geffe, Mosser Construction.

 

Bids were received from the following:

Gaylon also submitted plans for the Commissioners signatures for the replacement of Fullmer Road Bridge, located .75 miles north of Watson Road, Highland Township.   The bridge replacement will be done by Force Account, probably in 2003.

 

Thursday, September 12 at 10:30 a.m. was chosen as the date to open bids for Culvert Materials.

 

Gaylon noted that he will be using innovative bridge materials (plastic impregnated by glass fibers) on a bridge near Evansport some time either this year or early next year. 

He also submitted sketches of the completed KeyBank parking lot.

 

10:00 a.m.      Rick Weaver, Poggemeyer Design Group, met with the Commissioners for a second try at opening bids for the Sherwood Wastewater Treatment Plant Renovations.  Also present was George Kaiser of R.G.Zachrich.

At 11:00 a.m., Commissioners left for the fair, where they will enjoy lunch and visit various exhibits.  The Commissioners plan on spending some time of the week at the fair and on Friday, the 23rd, Commissioners will be attending the Junior Fair Sale.
