The Board of Defiance County
Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board
of Defiance County Commissioners,
500 Court Street, Suite A, Defiance,
Ohio 43512
on Monday, August 29, 2005. The meeting was called to order by Chairman Otto
L. Nicely. Also present were Commissioners
Thomas L. Kime and Richard L.
Cromwell; Becky Wagner,
Administrator; Lyla Gurwell, Clerk, and
Joanne Goerlitz, Deputy Clerk.
8:30 A.M. General Session Clerk, Lyla Gurwell presented various resolutions, contracts
and documents for approval of the Commissioners. Commissioners also approved several travel
requests, reviewed the agenda items and the calendar of events, discussed
upcoming meetings and updated information for the calendar of events.
9:45 A.M. Dennis Miller from Maumee Valley Planning
met with the Board to review contracts from Bryan Engineering for phase two
engineering for the R&L Enterprise Industrial Park Expansion project. The estimated cost of project is
$165,000. Soil testing will need to be
done and this will be an additional cost over the $165,000. Dennis Miller will forward contracts to Russ Herman, Assistant Prosecuting Attorney, for his
review and signature. $500,000 for this
project needs to be paid up front and then will be reimbursed back by grant
monies.
10:00 A.M. Commissioners met with Warren Schlatter, Defiance County Engineer to open
bids for the Breininger Road Bridge Project.
There were three bids opened to include Miller Brothers Construction, Archbold, OH
with a bid of $398,085.50, Mosser Construction, Inc. - Fremont, OH bid $366,864 and R.G. Zachrich of Defiance, OH
bid $338,263.30. The Board of
Commissioners along with Warren
will review the bids and recommend the award of this project later this week. The Engineer’s estimate was $308,763.75.
Warren
also discussed the 2005-2006 Bulk Ice Control Salt Bid Award. Based on bids previously submitted from
Cargill Incorporated Deicing Technology of North Olmsted, OH for $49.70 per ton, Morton Salt of Chicago,
IL for $43.56 per ton and North American Salt Company of Oberlin Park, Kansas
for $46.60 Per ton, the Engineer requested that the award for the 2005-2006
winter season be awarded to Morton Salt in Chicago, IL. Official notification will be forwarded to
Morton Salt later this week.
Due to an increase in traffic volume, the Commissioners
passed Resolution permitting the Defiance County Engineer along with Henry
County Engineer Randy German to post a 4-Way Stop sign at the intersection of Domersville Road
and Defiance-Henry County Line
Road.
Discussed the continuance to recover funds from the damage
to the Glenburg Road Bridge. As previously mentioned, the Insurance
Company denied the claim; however, Mr. Schlatter said he will be working with Russ
Herman the Defiance County Assistant Prosecuting Attorney to pursue a civil
case against the trucking company who damaged the bridge. The County Engineer
requested a change to the bridge posting and lowered it to reflect a 3 ton
limit in December of 2003 which was prior to the damage being done.
1:30 P.M. Commissioner Kime and County Engineer Warren Schlatter attended a meeting with ODOT, City
Officials and Local Businesses concerning the potential traffic issues that may
develop when work begins on the SR Route 281 Bridge in the summer of 2007. No decisions were made and ODOT will continue
to study the effected traffic patterns and report back to the locals after
further study.
In other business, the Defiance County Board of
Commissioners would like to invite everyone out to the Gordon Creek Fall
Festival to be held September 23-25, 2005 at the Defiance County
Fairgrounds. There will be local bands
and other entertainment such as garden tractor races, tractor pulls, a
demolition derby, open class horse and goat show, and craft sales. Camping will also be available Thursday,
September 22 – Sunday, September 25, 2005.
