OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Thursday, September 12, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

The minutes for the September 9, 2002 meeting were reviewed and, finding no additions or corrections, were approved as read.

C.                OPEN ISSUES/DISCUSSION

 

Commissioners:

Ø      Approved several purchase orders for the Senior Services Center

Ø      Signed various vouchers, draw-downs and signature cards for Maumee Valley Planning

Ø      Signed a voucher approving payment for the County’s health insurance

Ø      On behalf of the Commissioners, Otto Nicely signed the following documents for the Engineer’s office:

o       Williams/Defiance County Line Road Bridge Replacement

o       Buckskin Road Bridge Replacement

o       Flickinger Road Bridge Replacement

 

Commissioners reviewed some of the discussions held during the City/County meeting yesterday, September 11th. A large part of the meeting centered on the Medical Office Building facility located on East Second Street.  Further discussions will be held with the City regarding the Medical Office Building and how it may fit into the future building plans of the County.

 

Commissioners also discussed the purchase of trees for the Fairgrounds and the Landfill.  Deb Bloomfield, Deputy Clerk, provided information regarding price, size and availability from several nurseries.   Okayed purchase of 100 trees, approximately 7 foot tall.  A portion of them will be planted at the Landfill, the rest at the Fairgrounds. 

 

Reviewed information concerning Substitute House Bill 292 which authorizes a board of county commissioners to adopt and include in its building code regulations to protect existing surface and subsurface drainage for property that is not subject to the Subdivision Law.  A copy of this House Bill will be sent to the Assistant Prosecutor for his review. 

 

D.        APPOINTMENTS

 

8:30 a.m.        General Session

 

9:00 a.m.        Lisa Karcher, Maumee Valley Planning, stopped in briefly to answer any questions regarding paperwork she is sending in regarding the 2003 CHIP Program.  Commissioner Nicely signed a letter Lisa prepared noting the grant conditions and what the County is doing to follow them.

 

9:20 a.m.        Jeff Ankney, Soil and Water Conservation District, the creator of the new County flag, was shown a completed flag and was congratulated for his efforts.  The Crescent-News took several photos for release in the paper.  Commissioners had held a contest requesting suggestions for a county flag and Jeff’s overall design was chosen.  Commissioners will also award Jeff a $100 savings bond for his creation. 

 

 

10:00 a.m.      Becky Wagner, County Operations Manager/Administrator, presented her weekly report at this time.  She updated the Commissioners on the latest Auglaize River

 

Sewer Project meeting held with Ken Maag of Poggemeyer Design Group, Stan Searing Paulding County Administrator, and Sherry Carnahan, Deputy Clerk-Fiscal of the Commissioner’s office.  Poggemeyer’ s office is obtaining legal descriptions for the properties to submit to the Prosecutor’s office for easements.  Ken Maag also noted that the County will be able to use the 1990 income guidelines for Issue II funding.  Defiance County will be meeting with Paulding County and each County’s respective prosecuting attorney in the offices of the Paulding County Commissioners on the 18th of September for an update on this project.

 

Becky and Sherry Carnahan are still in the process of obtaining information concerning a software program for the Wastewater Operations department.  Sherry had contacted both

Brunersburg and Ayersville Water and Sewer departments for information; however Brunersburg’s software package is no longer available and Ayersville uses an older DOS

package.  Ms. Wagner noted that Ayersville is also looking for a new software package.  Sherry is still searching for more software programs that will meet the Wastewater operations department’s needs. 

 

Proposals should be forthcoming regarding the repair/replacement of the emergency stairs running to the second floor behind the Commissioner’s Annex.  Jerry Overmier of Beilharz Architects, Inc. is getting the proposals. 

 

10:30 a.m.      Gaylon Davis, County Engineer, met to open bids for 2003 Bridge Materials.  Also present for the bid opening was: John Wooddell of Robert Oldham Limited.

No decisions were made after EXECUTIVE SESSION ended.

 

11:00 a.m.      Mark Hopper and Julie Fowler, Defiance County Public Safety Services, met with the Commissioners at this time to present an update.   Their office is in the process of scheduling HAZMAT training for all county fire departments.  Dates have been established and notification is being sent.  Training is being provided by Defiance County LEPC (Local Emergency Planning Commission). 

 

Building inspections have been completed for the following facilities:  Highway Garage, Animal Shelter, Airport, Senior Services Center, Public Safety Services, Evergreen Lane and the Landfill.   BWC corrective action reports have been sent to these facilities and Mark and Julie have already received the corrected action report from the Highway Garage. 

 

Their office received approval to sign a contract from the Red Cross agreeing to work together in the event of an emergency.

 

Reviewed two Workers’ Comp cases/claims. 

 

The inspection of county boilers is being coordinated with Marge McCurdy, Maintenance Supervisor and Mark Hopper.
