The Board of Defiance County
Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board
of Defiance County Commissioners,
500 Court Street, Suite A, Defiance,
Ohio 43512
on Monday September 12, 2005. The
meeting was called to order by Chairman Otto L. Nicely. Also present were Commissioners Thomas L. Kime and Richard L. Cromwell; Becky Wagner, Administrator; Lyla
Gurwell, Clerk, and Joanne Goerlitz, Deputy Clerk.
8:30 A.M. Russ Herman Assistant Prosecuting Attorney
updated the Commissioners on various issues to include the Right-of-way on Second Street and Clinton Street.
9:00 A.M. General Session Clerk, Lyla Gurwell presented various resolutions, contracts
and documents for approval of the Commissioners. Commissioners also approved several travel
requests, reviewed the agenda items and the calendar of events, discussed
upcoming meetings and updated information for the calendar of events.
Received a press release from U.S. Department of Homeland
Security regarding the aftermath of Hurricane Katrina. The following response from the Federal
Government as of Thursday, September 8, 2005 at 2:00 p.m. Lives saved and rescued performed was 47,300,
People houses in shelters is 235,200, FEMA responders 7,500, U.S Coast Guard
Personnel 4,000, National Guard Personnel 45,000, Active Duty Military 19,000,
MRE’s to date are 17,000,000 and Water provided in liters is 37.4 million.
10:00: A.M. Warren Schlatter,
County Engineer, presented the following for
the Board’s review:
Warren discussed the
progression of the Bowman
Road Bridge. The bridge is approximately half finished
with the beams being set the first week of October. If the weather holds out, the bridge should
reopen by mid November.
Also discussed the Wonderly Road Bridge. The Defiance County Highway Department
replaced the old structure with a reinforced concrete box.
Warren
also updated the Commissioners on the accumulated revenue through the month of
August for his department. He indicated revenue
was currently at $2,524,618.51.
Permissive Tax is currently at $282,866.21, Motor Vehicle Tax at
$855,234.10, Gas Tax $1,372,354.56 and Court Fees for August were $14,163.64.
11:00 A.M. Greg Reinhart, Waste Water Operations
discussed the Evergreen Lane Office Complex project. The estimated cost of the project will be
$10-11,000 for chlorination and de-chlorination.
Also reviewed the relocation of a sewer line on Haller Road. The line will need to be lowered to meet the
requirements of Ohio Department of Transportation relocation of Haller Road.
11:30 A.M. Sheriff Westrick & Randy Vogel, Defiance County Dog Warden and
Assistant Dog Warden, Mike Zipfel met with Commissioners to discuss working
closer together on various issues pertaining to dogs/ animal issues throughout Defiance County.
1:30 P.M. Defiance
and Paulding County Commissioners met to establish a Joint Board for the
Carry-All ditch project. Mr. Cromwell
was elected Chairman of the Carry-All ditch project and Lyla Gurwell was
elected Clerk for this project. The Board voted to proceed to advertise for
bids for this project.
2:30 P.M. Mannick & Smith, Bob Giaimo came in to
discuss granting the transfer of an easement to the City of Defiance
for the Radius on the curve at north east corner of Clinton and Second Street.
