DEFIANCE COUNTY COMMISSIONERS

MONDAY, SEPTEMBER 13, 2010

 

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Monday, September 13, 2010 in the Conference Room in the Commissioners Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman James E. Harris, Jr. called the meeting to order.  Also present were Commissioners Thomas L. Kime and Otto L. Nicely, Laura Howell, Administrator, Stephanie Metz, Clerk and Lanie Miller, Deputy Clerk. 

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

Mike Williams, Defiance County Veterans Affairs, met with the Commissioners for an update.  Mike presented the County Activity Report for 2009.  There was an overall decrease of $48,710.00 in expenditures compared to 2008.  There was $68,080.00 in financial assistance expenditures assisting 390 veterans.  Mike also presented the 2006-2009 Defiance County Expenditures for Veterans Federal VA Dollars spent within the County.  The County budget spent in 2009 compared to 2006 was a decrease of $14,992.00; the total Federal VA dollars spent within the County increase by $2,537,590.00.  Over the 4 years, the County veteran population has decrease by 228.

 

The Commissioners went to Defiance County East to meet with Jerry Hayes, Defiance County Economic Development, for an update.

 

The Commissioners held a public hearing regarding a request filed by landowners for the vacation of Elmwood Drive, east of Upton Street and west of Florence Avenue (now vacated) in Richland Township, Defiance County, Ohio.  Russ Herman, Assistant Prosecuting Attorney, Warren Schlatter, County Engineer, Mark Warncke and Rod Derrow were in attendance.  The Commissioners approved the vacation of Elmwood Drive, east of Upton Street and West of Florence Avenue.

 

Warren Schlatter, Defiance County Engineer, met with the Commissioners for an update.  Warren presented his 2010 Accumulated Revenue Report.  The total accumulated revenue is $2,730,249.37 compared to $2,695,622.81 for 2009.  The Permissive Tax is $285,897.82, compared to $279,766.55 in 2009; the Motor Vehicle/License Tax is $880,903.36, compared to $870,303.75.  The Gas Tax is $1,553,108.43 compared to $1,536,298.00.  Warren provided a project update:  Stever Road bridge has both abutment almost completed and will close Mulligans Bluff Road between Blosser Road and SR 15 later this week for a bridge replacement.  Roadside grading is completed on Casebeer-Miller Road between Jericho Road and Defiance-Paulding County Line Road; road closings will still be necessary for drive pipe and culvert installation.  Roadside grading work continues on Powers Road, Stever Road and Banner School Road.  Warren stated that last year there was approximately 12.25 miles of roadside grading completed and so far this year 12.50 miles of roadside grading has been completed.

 

 

 

 

 

 

 

 

 

The Commissioners met with Defiance County Humane Society to discuss upcoming improvements and projects.  The Humane Society has received a bequest for a roof over the exercise area; the Humane Society will be obtaining quotes for this.  The gazebo was moved to the back of the shelter and the Humane Society is obtaining quotes for the brick walk.  They have also received a bequest that will enable them to make the necessary repairs to the kennels and are obtaining quotes.

 

Ken Maag, Poggemeyer Design Group, met with the Commissioners to provide an update on the Auglaize River Sewer Project.

 

Greg Reinhart, Defiance County Wastewater Operations, met with the Commissioners for an update.  Greg reported the following being done: changed grinder pump on Ralston Avenue; replaced grinder pump on SR 15/18; worked on Evansport skimmer line.  Greg also reported billing out $40,998.05, collecting $57,198.47 and having expenses of $33,532.82 in August.
