The Board of Defiance County
Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street,
Suite A, Defiance, Ohio 43512
on Thursday September 22,
2005. The meeting was called
to order by Chairman Otto L. Nicely.
Also present were Commissioners Thomas L. Kime
and Richard L. Cromwell; Becky Wagner,
Administrator, and Joanne Goerlitz, Deputy Clerk.
8:30 A.M. General Session Clerk, Lyla Gurwell presented various resolutions, contracts
and documents for approval of the Commissioners. Commissioners also approved several travel
requests, reviewed the agenda items and the calendar of events, discussed
upcoming meetings and updated information for the calendar of events.
The Commissioners attended the CCAO seminar in Bowling Green, OH
sponsored through the County Commissioners Association on Wednesday, September
21, 2005. Topics included the recent
changes to Ohio’s
tax structure, local government funds, statewide ballot issues and laws that
may help Counties save money. There was
also discussion regarding how the recently passed state budget would affect
Townships, Villages, Cities, Counties and levy agencies. The County Commissioners Association does not
yet have an answer to these questions from the state of Ohio.

Final agency move will be on Friday September 23, 2005 and
will be the Board of Elections
Also discussed an open house for the Grand Opening of the
Defiance County East building.
Arrangements are being made to schedule the celebration for late
October. The public will be notified of
the date.
10:30 A.M. Landfill Manager, Tim
Houck – updated the Commissioners on several issues to
included the continuance of running ads for radio and newspaper to promote
recycling opportunities and environmental projects to help the community.
Tim Houck discussed Grant Funding from the State of Ohio ODNR for the litter and environmental program for Defiance County.
At the present time, we have not received any word for Grant Funding for
2006. How will the Commissioners fund
this program if no funding is available? Should the Commissioners fund this
program if the State of Ohio
does not feel this program is important?
Tim also reported on the expansion at the Landfill. Mr. Houck is working with consultants and
engineers to obtain the proper permits so the expansion project can be started
in 2006.
Annual tons of refuge collected through August total
78,464.09.
Yearly/ Monthly Cubic Yards Comparison – Cubic yards
collected in August of 2004 were 24,700 compared to 27,198 for August 2005.
Yearly/ Monthly Tons Comparison – Tons collected in August
2004 were 8,473.65 compared to 10,265.19 collected in August 2005.
Leachate Monthly Gallon Totals in August were 66,070 with a
total to date of 1,862,370.
2:15 P.M. Several representatives
of the Airport Authority, John Ferland, Lynn Bergman, Jim Harris and Tony
Saxton – TSA Aviation met with the Commissioners to discuss the waste water
system at the Defiance
County Airport. The Commissioners will schedule another
meeting with Airport Authority and Promedica Representatives to further discuss
what is needed to establish the new facility at the Airport.
