The Board of Defiance County Commissioners met in regular session at
8:30 a.m. on Thursday, September 23, 2010 in the Conference Room in the
Commissioners Office at 500 Court Street, Suite A, Defiance,
Ohio 43512. Chairman James E. Harris,
Jr. called the meeting to
order. Also present were Commissioner and Otto L. Nicely, Laura Howell, Administrator, Stephanie
Metz, Clerk, and Lanie Miller, Deputy Clerk.
The Commissioners met in General Session and approved and signed
various resolutions, contracts and documents.
The Commissioners also reviewed the calendar of events and discussed
upcoming meetings.
Laura Howell, Defiance County Administrator,
met with the Commissioners for her weekly report and project updates.
Laura provided the following department
updates:
Public Safety Services: Julie
Rittenhouse reported that a CERT quarterly training was held Monday evening at
DCE with 17 in attendance; Lifeflight was the
instructor-teaching how to set up a landing zone and assist with loading
patients into the helicopter. Jim Barney
worked on cleaning out the garage—power washed each bay and put 2 coats of
sealer on the floor. The Open House was
a success on September 20th; each group received personal tours of
the equipment and facility.
Wastewater: Greg Reinhart
reported that he installed new blower at Middle Gordon Creek, Installed new
soft start and air release valve at Express Sewer Pump Station, Cleaned Christy
Meadows Pump.
Maintenance: Ron reported that the staff has been helping
with the Senior Center move, the fence on Pearl Street has been removed and
hauled away; floor boxes were installed in the floor at Workforce so the
computer terminals could be in the center of the floor again; worked on a
cubicle for the Prosecutor’s office; hauled two outside ashtrays, left from the
Island Parkway property, to the new Senior Center.
Laura provided the following update on document
imaging: Probate Court began scanning files in late spring and are scanning as
files are closed; Juvenile Court has scanned all opened and pending files and
are now able to scan as filings come in.
Probate Court has scanned 862 files and Juvenile Court has scanned
approximately 800 files. The Clerk of
Court’s office currently scans incoming files but has not began
scanning past files. The Clerk of Courts office has scanned 22,152 documents
which consist of 57,345 pages since January 4, 2010. Amy also reported that we
are averaging 24 ATM transactions per month.
The Records Center is currently scanning Commissioners’ resolutions from
the 1980’s. The Commissioners’ Office
scans records day forward, and to date, 42,146 documents containing 67,341
pages have been Commissioners’ records have been scanned.
Tim Houck, Landfill Director, met with the
Commissioners for an update. Tim
reported year to date sales of $1,729,434.68 and 54,978.80 tons compared to
$1,729,356.03 and 59,903.17 tons for 2009.
The Hicksville Transfer Station year to date income is $7,379.25
compared to $7,260.55 for 2009. The
County Road collection program has picked up litter on 734 miles to day; the
goal for 2010 is 845 miles. The
Household Hazardous Waste collection is Saturday, September 25th
from 10:00 am until 2:00 pm in the South parking lot of Johns Manville
located at 925 Carpenter Road.
Jerry Overmier, Beilharz Architects, and
Fair Foundation representatives met with the Commissioners for the bid opening
of the Defiance County Grandstand Installation.
The pre-bid estimate was $225,000.00.
The following bids were received: Dant York Sports, Louisville, KY -
$178,000.00; Sibenaler Construction, Edon, OH - $247,421.00; Schimmoeller
Construction, Kalida, OH - $198,900.00; McDonalds Design & Build, Defiance,
OH - $201,233.00. The Commissioners took
the bids under advisement and will award at a later date.
The Commissioners attended the Hospice Fall
Fair and the Planning Commission Meeting.
