OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:00 a.m. on Monday, October 7, 2002, in the Conference Room of the Board of Commissioners, 500 Court Street, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

C.                OPEN ISSUES/DISCUSSION

 

Commissioners reviewed the monthly report from Jean Ziegler, Clerk of Courts, for the month of September.  She reported 2069 titles issued for the month – new cars 151, used cars 1262, new trucks 59, used trucks 398, vans 33, motorcycles 37, manufactured homes 28, trailers 4, travel trailers 18, motor homes 11, off-road vehicles 27, and watercraft 41.  

 

 

 

 

D.        APPOINTMENTS

 

8:00 a.m.        Russ Herman, County Chief Assistant Prosecuting Attorney, met with the Board to review various documents pending his approval. 

 

At 8:13 a.m., Mr. Herman asked for EXECUTIVE SESSION to discuss pending or imminent litigation.  Commissioner Kime made the motion and Commissioner Nicely seconded the motion.  Commissioner Cromwell was absent.   All eligible voted aye.    At 8:29 a.m. the EXECUTIVE SESSION ended.   

 

At 8:30 a.m., Mr. Herman asked for EXECUTIVE SESSION to discuss another pending or imminent litigation.  Commissioner Kime made the motion and Commissioner Nicely seconded the motion.  Commissioner Cromwell was absent.  All eligible voted aye.  At 8:45 a.m. the EXECUTIVE SESSION ended.  

 

 

Commissioners received a phone call from Sheriff Westrick asking that an announcement be made of the County Auction scheduled for Saturday, October 12, at 10:00 a.m. at the Evergreen Complex (former County Home), 06879 Evansport Road.    There are approximately 20 vehicles and many new tools, 60-gal Coleman air compressor, 3500-watt Ford generator, Red Lincoln Electric AC-225 Arc Welder, computers, monitors, office furniture, chairs, and other miscellaneous items for sale.  One of the many vehicles is a 1963 Chevrolet Impala Low Rider.   

 

8:30 a.m.        General Session

 

9:30 a.m.        Gaylon Davis, County Engineer, presented his weekly update at this time. 

 

Permissive Tax shows an increase of $8,000-$10,000.  

 

This week, the Engineer’s crew is replacing a bridge on Openlander Road south of State Route 249.  A culvert on Openlander Road is scheduled for replacement next week. 

Rosedale Road at the CSX Railroad between State Route 18 and Fountain Street will be closed beginning Monday, October 7, for approximately three to four weeks for road improvements at the railroad crossing.  The road will be closed to all traffic during this time.   Rosedale Road is the second of three projects being done at the CSX Railroad to improve the road crossing conditions.  The final railroad crossing improvement site will be Wonderly Road at the CSX Railroad also located between State Route 18 and Fountain Street.  The first location for crossing improvements was Snyder Road between State Route 281 and Standley Road, which is not yet complete.   Snyder Road is scheduled for paving beginning Tuesday, October 8.   Grading work is scheduled for Standley Road.  It has not been determined when final construction will begin at the Wonderly Road site; however, all three projects must be completed by June 30, 2003.

 

10:00 a.m.      Ken Keller and John Brownlee, Jr., from First Insurance and Investments, met with the Commissioners for an update regarding the County’s  health insurance.  Also present was John Hettwer of Employee Plans, third party administrator for the County insurance.   The group reviewed information required for the county audit and monthly reports.  

 

 

 

10:35 a.m. – Jerry Hayes, Director of Economic Development, stopped in briefly  regarding Enterprise Zone Agreements for Steele’s 5 Acre Mill and The Hubbard Company.  

 

10:50 a.m. – Stephen Ruyle, Judge, Probate/Juvenile Court, stopped in to discuss a new computer system for his office and connecting the computers at the Court with the computers at the Juvenile Probation Department, located in the Island Park Complex.   

 

10:55 a.m. – Recess

 

11:05 a.m. – Mary Ritter, Job & Family Services Fiscal person, came to review outstanding Workforce bills with the Commissioners and obtain their signatures on vouchers.    A meeting was scheduled for Thursday, October 10, at 9:00 a.m. at the Williams County Commissioners to review percentage designations for financial obligations between the three counties in the Workforce Development Three-County Consortium, which includes Williams County, Paulding County, and Defiance County.  

 

Meeting adjourned at 12:40 p.m.

 

1:00 p.m.        Commissioner Nicely attended a DCTV taping.  Rick Edmonds, Good Samaritan School Administrator, also went with Commissioner Nicely to discuss the upcoming Good Sam levy.
