The Board of Defiance County
Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street,
Suite A, Defiance, Ohio 43512
on Thursday October 27, 2005. The
meeting was called to order by Chairman Otto L. Nicely. Also present were Commissioner Tom Kime; Becky Wagner, Administrator, Lyla Gurwell, Clerk and
Joanne Goerlitz, Deputy Clerk.
8:30 A.M. General Session Clerk, Lyla Gurwell presented various resolutions, contracts
and documents for approval of the Commissioners. Commissioners also approved several travel
requests, reviewed the agenda items and the calendar of events, discussed
upcoming meetings and updated information for the calendar of events.
9:30 A.M. Defiance County Administrator Becky Wagner reported that she will be attending the
Partnerships for Success on Tuesday & Wednesday next week. Becky will be attending the training along
with representatives of Job & Family Services and Family & Children
First. This training will allow access
to additional funding for services through Family & children First.
Becky also reported to the Commissioners that the Defiance County Health
Department will be located at Defiance
High School on Saturday,
October 29, 2005 from 8:30 a.m. – Noon.
They will be there for mass immunization purposes. Anyone will be able to receive the flu shot
and will not have to meet the requirements that have previously been in effect. The fee for the shots will be $15.00 per
person.
10:30 A.M. Landfill Manager, Tim
Houck – updated the Commissioners on several issues to
included the re-chargeable battery recycling program. It is still ongoing at Radio Shack and
Sears in the Defiance Mall, Arps
Hardware in Defiance and at Radio Shack in Hicksville.
Tim reported that the Environmental staff began working with
Fairview Elementary in September to expand the recycling collection at the
school and is providing support and transportation for metal products along
with paper and cardboard.
Tim also reported on the Landfill intake and indicated that
they collected 231,088 Cubic Yards of waste through the month of September
(YTD). Compacted cubic yards to date are
144,380 and Loose Cubic Yards 86,708
11:30 A.M. Tony Hoeffel from Hoeffel Engineering &
Surveying, LLC opened bids for R & L Enterprise, Enterprise
Industrial Park, Defiance, OH. Those submitting bids were Anderzach Pitzen,
Metamora, OH - $2,097,274.00, Crestline Paving, Toledo, OH - $2,394,545.70,
Edward Kelly & Sons, Toledo, OH - $2,166,022.00, Fort Defiance, Defiance,
OH - $2,388,956.15, Lingvai Excavating, Bryan, OH - $2,042,686.95, Miller
Brothers, Archbold, OH - $2,267,593.95, Miller Contracting, Inc., Ottoville, OH
- $2,269,890.45, Ohio Excavating & Sewer, Perrysburg, OH - $2,132,121.65,
Underground Utilities, Monroeville,
OH - $1,854,041.90 and Vernon
Nagel, Napoleon, OH - $1,866,409.85. The
engineer’s estimate for this job is $2,633,600.00.
1:30 P.M. Jerry Hayes, Economic Development Director
came in to discuss active Defiance County Enterprise Zone Agreements. Jerry stated that each year the Tax Incentive
Review Committee reconvenes three times each year.
This year the committee reviewed fifty-four Enterprise Zone
Agreements, six Tax Incentive Financing Programs and four Community
Reinvestment Areas in the County
of Defiance. The Tax Incentive Review Committee also
reviewed Community Reinvestment Areas and Tax Increment Financing.
Jerry Recommended continuance of the Enterprise Zone
Agreements for business under the Hicksville
Local School
District, Defiance City School District,
Hicksville Exempted
School District, and Northeastern Local
School District as well
as the Community Reinvestment Areas and Tax Increment Financing.
