DEFIANCE COUNTY COMMISSIONERS

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Thursday, October 28, 2010 in the Conference Room in the Commissioners Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman James E. Harris, Jr. called the meeting to order.  Also present were Commissioners Thomas L. Kime and Otto L. Nicely, Laura Howell, Administrator, Stephanie Metz, Clerk, and Lanie Miller, Deputy Clerk. 

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

Laura Howell, Defiance County Administrator, met with the Commissioners for her weekly report and project updates. Laura informed the Board that LiveSmart – Healthy Defiance County received a $60,000 grant to continue efforts. A spring event highlighting community assessments and healthy lifestyles will be held May 11-13.  The mail date  for the opt-out notifications for the Defiance County townships that voted for the electric aggregation program is scheduled for November 3rd with the 21-day opt-out period ending November 24. 

 

Tim Houck, Defiance County Environmental Services/Landfill Director, met with the Commissioners for an update.  Tim reported $223,899.77 in sales, 25,732 cubic yards, and 7,278.40 tons for September compared to $226,571.89 in sales, 24,292 cubic yards, and 7,598.04 tons for September 2009.  The year-to date road litter collection is 946 miles for an average of 88 miles per month.

 

Bruce Clevenger and Teresa Johnson, Defiance County OSU Extension, met with the Commissioners for an update.

 

Bruce reported that 30 area farmers attended the OSU Extension Soybean Production Field Day that centered around two OSU/OARDC field research plots studying current and experimental fungicide seed treatments for soybeans.  Western Bean Cutworm moths were confirmed in Defiance County.  Moth catches increased on 4 farm locations from 34 to 98 to 405 moths from 2008 to 2009 to 2010, respectively.  Clevenger confirmed WBC ear damage in Defiance County on July 30th.  Soybean MaxYield MaxProfit field research was taught to over 300 farmers at 3 NW Ohio agronomy events in 2010.  Eight field research locations in 2009 were established to evaluate various inputs into soybean production including foliar fungicides, insecticides, and fertilizers.  33 out of 39 treatments showed no statistical yield advantage over the control treatments.  6 out of 39 treatments showed a statistical yield advantage over the control treatments.  During July, August and September, over 150 phone calls and/or personal visits were made to the county agriculture/natural resources educator requesting information on crop production, pond management, insect-pest problems, and/or farm management.

 

 

 

 

 

 

 

Teresa Johnson reported the junior fair had 463 exhibitors with 1,923 entries from youth representing both 4-H and FFA.  The 4-H Youth Development Educator is currently working with Defiance College and its Wellness and Corporate Fitness major as a guest lecturer for the Camp Counseling class.  The Educator is also working to establish an intern program as well as a new leadership development class.

 

The Commissioners met with Judge Strausbaugh, Defiance County Juvenile/Probate Court, Judge Schmenk, Defiance County Common Pleas Court, and Amy Galbraith, Defiance County Clerk of Courts, to discuss the Courthouse Project.

 

The Commissioners held an elected officials meeting.  They discussed pre-budget information, health insurance options and effects of state legislative changes.
