OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Thursday, October 31, 2002, in the Conference Room of the Board of Commissioners, 500 Court Street, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

The minutes for the October 28, 2002 meeting were reviewed, and finding no additions or corrections, were approved as read.

8:30 a.m.        General Session

 

At 9:00 a.m., Jeff Ankney was presented with a $100.00 savings bond and was congratulated for his efforts in creating the county flag.   

 

9:30 a.m.        Becky Wagner, County Operations Manager/Administrator, presented her weekly update.

 

The Board of Commissioners will request $2 million in discretionary funds from the Federal government for the Auglaize River Sewer Project.  Ken Maag, from Poggemeyer Design Group, had spoken to Lee Sonnenberg of Rural Development and was informed that more grant money might be available if each county (Defiance and Paulding) could get discretionary funds.

 

Paving the parking lot behind KeyBank is taking longer than expected because the temperature of the air and the ground need to be at least 50 degrees before paving can be done.

 

Becky attended a PERS seminar Wednesday and distributed the updated information she received to the Board.  She also requested a copy of the PowerPoint presentation which was given at the seminar so it is available for county employees.

 

At 10:15 a.m., Commissioners entered EXECUTIVE SESSION regarding Personnel (ORC 121.22 (G) (1).

EXECUTIVE SESSION ended at 10:26 a.m.

 

Maintenance personnel will be asked to come in to discuss maintenance duties.

 

Commissioners’ staff is working on the possibility of having music piped outside during the holiday season.  Quotes are being obtained from VanBrackel and Rick Small is assisting the staff with information.

 

10:30 a.m.      Sharon, Scheuerman, Barb Lasek and Jill Little, Deputy Auditors, met with the Commissioners regarding GASB 34 (Governmental Accounting Standards Board) – a new way to do the county auditing and a part of GAAP (Generally Accepted Accounting Principles) .  If not implemented, Federal and State funding could be lost, and fines could be imposed.  This program will go into effect for 2004 and will be a more accurate system.   The

 

 

 

Fixed Asset program will be updated so the Auditor’s office can do County depreciation in-house.

 

The Deputies felt the current computer software was updated enough and would be able to handle a new system. 

 

Changing to a new method of financial accounting will cost a little more money – about $3,900 additional to switch to different system.

 

11:00 a.m.      Jane Tadsen, County Recorder, and Dave Weaver of ACS Enterprise Solutions, Inc., Marysville, Ohio (Government Records Management) met with the Board to discuss computer imaging for her office.  Her office is running out of room for storage of documents – with the interest rates so low and the amount of documents that have come to her office in recent months, the Recorder has only several weeks of storage room left.   The average document is 4 pages.  Mr. Weaver submitted a lease for filming and storage of documents at a cost of $4.00 pr instrument.  The Commissioners approved Jane’s request for the equipment but the lease will be submitted to the Prosecutor for his review and approval before signing.
