DEFIANCE COUNTY COMMISSIONERS

MONDAY, NOVEMBER 6, 2006

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 on Monday, November 6, 2006.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioner Otto Nicely, County Administrator Becky Wagner, Clerk Lyla Gurwell and Deputy Clerk Joanne Goerlitz.

General Session – The Commissioners were presented with various resolutions and documents for approval.  The Commissioners reviewed agenda items, discussed upcoming meetings, reviewed, and updated the calendar of events.

Ron Cereghin, Defiance County Maintenance Supervisor came in to update the Board on the Airport Sewer Project.  Ron mentioned the contractor is conducting a 4-hour pressure test to determine if there are any leeks in the line and to ensure everything is working properly.

Warren Schlatter, Defiance County Engineer came in to update the Board.  Warren presented the final change order for the 2006 Paving of Various Roads.  The change order represented a decrease of $64,104.60 from the original contract amount of $356,175.05.

Warren also mentioned the Highway Department would be closing Huber Road on November 7, 2006 for culvert replacement in Farmer Township.  Farmer Township purchased the pipe and the materials needed for the job. The County Highway crew will be doing the construction.  Community Development Block Grant Money is being used for this project.

Warren also discussed putting up signage on Singer Road stating there are “No Through Trucks” allowed.  This would mean that only those trucks with legitimate business and reason to be on Singer Road would be allowed to do so.

Jeff Ankney and Jim Harris were in from Defiance County Soil & Water to discuss possible demolition of the old hospital building.  The Commissioners advised that all utilities such as gas and electric be abandoned before any demolition can take place.

Craig Beilharz from Beilharz Architects and Dave Millhouse from Mercy Health Partners came in to discuss tapping into the existing water line at the Defiance County East location.  The hospital needs secondary water feed.   After further discussion, the Commissioners advised they would not be able to approve the request based on current contracts with ProMedica.

The Commissioners also met with Richland Township Trustees to discuss proposed rezoning from agricultural to commercial on Elliott and Carpenter Roads because of the potential for growth in that area.

The Commissioners also suggested to the trustees that Defiance County contract with the City of Defiance to do all Commercial Building inspections rather than using inspectors from Columbus.  Utilizing a local building inspector would allow quicker inspection response and potentially more growth for Defiance.
