DEFIANCE COUNTY COMMISSIONERS

MONDAY, NOVEMBER 13, 2006

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 on Monday, November 13, 2006.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioner Otto Nicely, County Administrator Becky Wagner, Clerk Lyla Gurwell and Deputy Clerk Joanne Goerlitz.

 

General Session – The Commissioners were presented with various resolutions and documents for approval.  The Commissioners reviewed agenda items, discussed upcoming meetings, reviewed, and updated the calendar of events.

 

The Commissioners met with Bob Arend of Arend Enterprises and Mike Koenig of Koenig Security & Electronics regarding a telephone system update as well as the need for additional support lines for equipment updates.  Bob and Mike mentioned the need to schedule some construction work at the courthouse to support the needs of a new telephone system along with video arraignment equipment and other necessary updates.  New conduit will need to be run to support the fiber optics necessary for the updates.

 

Mike Koenig was instructed by Commissioners to obtain pricing for the telephone system and Bob was instructed to acquire pricing for the necessary fiber optics and equipment necessary to prepare for upcoming projects.  The Commissioners will look at all options and make a final decision at a later date.

 

Greg Reinhart, Director of Defiance County Wastewater Operations came in to review his monthly reports with Commissioners.  Greg discussed his monthly income and expense report and said they are still on track for the year.

 

Greg also discussed the Airport Sewer project.  Greg mentioned all grinder pumps are installed and running properly. 

 

Greg also mentioned installing a grinder for a new home on Switzer Road and capped off a sewer on SR 66 where a home was torn down.

 

The Commissioners then met with Julie Fowler, Director of Defiance County Emergency Management, John Brownlee, CORSA Risk Manager and Larry Woods with First Insurance and Investments to discuss the CORSA (County Risk Sharing Authority) renewal, CORSA updates and 5 year loss summary.

 

Mr. Brownlee discussed the many tools that are available to the county to lesson the liability such as defensive driving classes and safety seminars.  These types of tools help decrease the number of claims and the severity of the claims.  Mr. Brownlee mentioned that Defiance County is doing very well on their incident reporting.

 

The Commissioners also met with Maggie Neely, Managing Director of the County Employee Benefits Consortium of Ohio.  Membership in the Consortium is open to those counties of the State of Ohio who are members in good standing of the County Commissioners Association of Ohio.  The purpose of CEBCO is to assist its members in controlling employee health benefit plan costs.  CEBCO was formed by the County Commissioners Association (CCAO) because of concerns that were expressed over the cost of health insurance. 

 

The Commissioners were asked by Maggie Neely to review the material she presented and consider CEBCO for the Counties health insurance needs.

 

The Commissioners also held budget hearings with Prosecuting Attorney Jeff Strausbaugh, Jerry Hayes, Director of Economic Development, Tim Houck Environmental/ Landfill Director and Defiance County Treasurer, Karen Tubbs.
