DEFIANCE COUNTY COMMISSIONERS

MONDAY, NOVEMBER 20 2006

The Board of Defiance County Commissioners met in regular session on Monday, November 20, 2006, at 8:30 a.m., in the Conference Room of the Defiance County Commissioners, 500 Court Street, Defiance, OH 43512.  Chairman Thomas L. Kime called the meeting to order.  Also present was Commissioners Richard L. Cromwell, Otto L. Nicely, Lyla Gurwell, Clerk and Joanne Goerlitz, Deputy Clerk.

General Session – The Commissioners were presented with various resolutions and documents for approval.  The Commissioners reviewed agenda items, discussed upcoming meetings, reviewed, and updated the calendar of events.

Defiance County Engineer Warren Schlatter discussed a request from the Washington Township Trustees concerning the exchange of road maintenance.  The roads exchanged to Defiance County would be Blosser Road from SR 15 to the Bend Road, and Glenburg Road from Scott Road to the Defiance/Williams County Line Road.  The roads exchanged to Washington Township would be Bostater Road from the Bend Road to Mulligans Bluff Road, Mulligans Bluff Road from Bostater Road to Beerbower Road, Beerbower Road from Mulligans Bluff Road to Flickinger Road, and Flickinger Road from Beerbower Road to the Defiance/Williams County Line Road.

Warren informed the Board that he discussed this request with the Washington Township Trustees.  The trustees are all in agreement with the exchange of road maintenance.  Warren recommended the exchange of road maintenance be effective April 1, 2007 so that he may begin working toward the 2007 construction season.  The Commissioners are in agreement to the exchange of road maintenance and will act on the matter next week.

Warren also mentioned he held two public hearings on the Ayersville-Pleasant Bend Road reconstruction.  Warren stated he felt the meetings were very positive.

The Commissioners met with Sheriff Westrick to discuss what impact video arraignment equipment would have on his court deputies.  Sheriff Westrick explained that regardless of the desire to provide video arraignment to the courts, his deputies would still be required to ensure the safety and welfare of the courthouse staff, the attorney’s and the general public going in and out of the courthouse.

Sheriff Westrick and the Commissioners further discussed that until all of the court systems in the four county area install the video arraignment equipment in their courthouses and are utilizing this method to its fullest potential, no immediate cost savings would be seen.

There is the potential that twenty-eight jurisdictions could use the existing equipment.  There are currently nine jurisdictions using three video stations.  There could potentially be scheduling problems when all jurisdictions are up and running.  If problems occur, they will be addressed at that time.

The Commissioners also held budget hearings with Soil and Water, Clerk of Courts, Wastewater Operations, Municipal Court and the Defiance County Sheriff’s Office.
