DEFIANCE COUNTY COMMISSIONERS

MONDAY, NOVEMBER 24, 2008

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Monday, November 24, 2008 in the Conference Room in the Commissioners Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioners James E. Harris, Jr. and Otto L. Nicely, Laura Howell, Administrator, Stephanie Metz, Clerk, and Joanne Goerlitz, Deputy Clerk. 

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

The Insurance Committee and Ken Keller, First Insurance & Investments, met with the Commissioners for an update on the employee health insurance.

 

Warren Schlatter, Defiance County Engineer, met with the Commissioners for the Stever Road Bridge Bid Opening.  The Engineer’s Estimate is $904,000.00.  The bids consisted of a Base Bid plus an alternate for the additional cost of galvanized steel.  The following bids were received: Eagle Bridge Co. Base Bid-$965,780.44 Alt. Bid-$121,000.00; Fort Defiance Construction Base Bid-$846,782.00 Alt. Bid-$121,000.00; Miller Bros. Construction Co. Base Bid-$857,877.60 Alt. Bid-$84,000.00; Mosser Construction, Inc.-$1,033,074.72 Alt. Bid-$85,000.00; Posen Construction, Inc. Bas Bid-$999,495.65 Alt. Bid-$100,000.00; R.G. Zachrich Construction Base Bid-$775,631.27 Alt Bid-Grade A572-$80,500.00 Grade 50W-$93,300.00; Vernon Nagel, Inc. Base Bid-$852,023.01 Alt. Bid-$135,936.45.  The bids will be reviewed by Warren Schlatter with an award at a later date.  Warren also provided his weekly update to the Commissioners.

 

Greg Reinhart, Director of Defiance County Wastewater, met with the Commissioners for an update.  Greg informed the Commissioners that the lawn has been leveled and seeded at EMA pump station, Rolling Hills Mobile Home Park installed a new meter, and the leak is fixed on S.R. 15/18 across from Werlor Waste Control.  Greg also presented Wastewater’s income and expense report for the month of October, 2008 to the Commissioners.

 

Jeff Ankney, District Administrator, met with the Commissioners to provide a Soil & Water Conservation District update.  Jeff informed the Commissioners that the Wal-Mart Stream Mitigation Project along the Tiffin River at Evergreen Lane Complex has been signed off by the Army Corp. of Engineers.  This was successfully completed 3 years ahead of schedule.  Black Ditch reconstruction in Washington Township is underway.  BeeTree Run and Hoshack Tile projects are completed and final assessments have been sent out.  Kinner Ditch is proceeding with the final engineering plans.  Sixteen waterways were completed since August.  Since September 6 wetlands were completed.  This upcoming year the Soil & Water Conservation District will be celebrating 60 years of service to Defiance County Residents.

 

Ted Penner, Joe Clemens and Randy Ball, Noble Township Trustees, Mayor Bob Armstrong, John Seele and Jeff Leonard, City Board of Control, Jerry Hayes, Economic Development and Russ Herman, Assistant Prosecuting Attorney met with the Commissioners to discuss North side land use planning.

 

Morris Murray, Director of CSEA, met with the Commissioners to provide an update.
