C.                OPEN ISSUES/DISCUSSION

D.        APPOINTMENTS

8:30 a.m.        General Session

9:30 a.m.        Gaylon Davis, County Engineer, scheduled to present his weekly update at this time, cancelled due to an unexpected meeting in Columbus.

10:00 a.m.      Steve Hubbard, Agent for the Petitioner, Defiance Clinic, met with the Board for the Defiance Clinic Annexation Public Hearing.  Also attending the hearing were Chad Peter, representing Defiance Clinic, Otto Meyer, Jim Kile and Bruce Colwell, Richland Township Trustees; David Williams, City Law Director and Jerry Hayes, Defiance County Economic Development Director.

The City had not passed their Ordinance indicating what services they will supply the annexed lands of the Clinic and until that paperwork is received, the annexation petition can not be approved or denied.  The Ordinance must be filed with the County at least 20 days before the hearing is held.

Commissioner Cromwell made the motion to continue the Defiance Clinic Annexation hearing once the City’s Ordinance is received and Commissioners Kime seconded.  All eligible voted aye.

When the City finally passes the Ordinance, which Dave Williams estimated to be around the beginning of December, Steve Hubbard, Agent, will bring it to the Commissioner’s office and a date will then be set for the continuation.

2:30 p.m.        Lisa Karcher, Maumee Valley Planning, met with the Commissioners regarding the second Public Hearing for the Indian Bridge Lane Project.  Also present for the meeting was Jim Harris, a Noble Township Trustee.  Total cost of the project is estimated at $285.000.00.  $142,000 will come from Issue II funding and the other $142,000 from a water and sewer grant.  Also, Commissioners will search for additional Formula money for the project.  Lisa noted that the Income Survey has been completed and that 60% of the homeowners meet the low-to-moderate income standards (15 homes).

Commissioners passed a resolution authorizing the submission of the 2002 Water and Sanitary Sewer Grant Application for the Small Cities Community Development Block Grant Program to the Ohio Department of Development.

Motion – Tom            Second – Rich

       JOURNAL #130, RESOLUTION #02-11-670

While Lisa was there, she brought up information regarding the Ney Generator Project.  This project was advertised for bid twice at the beginning of the year but no bids were ever

received.  Matt Cordonnier, then with Maumee Valley Planning, received permission from the State to solicit quotes.  Three were received.  The lowest bid received was $17,800.  The generator has been purchased and is ready to be installed on Wednesday.

The Commissioners felt that the generator is a necessary item in the event of any emergency when power is out and will supply, among other things, potable water and emergency fire protection, not only to the Fairview School, but to the Village of Ney.

Approve Purchase of Generator and Declaring An Emergency

Motion – Rich            Second – Tom

       JOURNAL #130, RESOLUTION #02-11-671

Meeting adjourned at 2:50 p. m.
