DEFIANCE COUNTY COMMISSIONERS

THURSDAY, NOVEMBER 30, 2006

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 on Thursday, November 30, 2006.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioners Richard L. Cromwell, Otto L. Nicely, County Administrator Becky Wagner, Clerk Lyla Gurwell and Deputy Clerk Joanne Goerlitz.

The Commissioners signed the resolution authorizing the issuance of $114,000 of notes to pay the cost of acquiring, constructing and equipping airport facilities consisting of a hangar located at the Defiance County Airport.

Becky Wagner, Defiance County Administrator met with the Commissioners for her weekly update.

Becky informed the Commissioners that she met with Warren Schlatter regarding the treasurer’s drop box.  The flow of traffic recently changed with the entrance to Court Street coming off Wayne Avenue.  The drop box is now located on the opposite side of the road which may make tax payment drop-off somewhat cumbersome.  The Commissioners will review the matter further and make a decision to leave to box where it is or relocate it.

Becky also informed the Board there will be five to six truck loads of dirt delivered to the animal shelter from the Clinton Circle Apartments contractor.  The dirt will be used to level off the ground at the site of the new animal exercise building.

Becky also updated the Commissioners on the new Aviation Radar weather service equipment that was installed at the Defiance County Emergency/ Public Safety building in Brunersburg. This new equipment is a digital and graphical forecaster. This system replaces the old Data Transmission Network (DTN) formerly used to detect threatening weather.

Tim Houck came in for his monthly update along with associates from Mannik & Smith and Dick Sergeant of Eastman and Smith to update the Commissioners on the landfill expansion project.

Mr. Sergeant explained that all of the necessary paperwork is completed and is on track but said they will need to continue to push to keep the project on its current schedule.  The current plan is to be able to utilize one of the new cells beginning in the summer of 2007.

Mr. Sergeant also mentioned the ideal time to bid the liner project would be in January or February of 2007.  The bid packages will describe the requirements and qualifications that will be required of all of those individuals bidding the job.  Award of the bid documents will be based on price as well as qualifications of the contractors submitting the bids.

Tim also reported the annual cubic yard totals are at 290,335 yards year to date.  The year to date tons reported are at 98,333.  The leachate year to date gallon total is currently 690,930 gallons through October.

Tim noted the Hicksville Transfer Station brought in $1,336 for the month of October and a year to date total of $11,132.
