NEWS RELEASE

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 on Monday, December 8, 2003.  The meeting was called to order by Thomas Kime, Chairman.  Present were Commissioners Thomas L. Kime, Otto L. Nicely and Richard L. Cromwell.  Also present were Becky Wagner, County Administrator, Alison Grimes, Clerk and Joan Brown, Deputy Clerk.    

 

 

8:30 a.m.        Russ Herman, Chief Assistant Prosecuting Attorney for Defiance County, met with the Board to review any documents pending his review and/or approval

 

 

9:00 a.m.        General Session – Commissioners approved and signed various resolutions, contracts and documents, approved various travel requests, reviewed the agenda items and the calendar of events, discussed upcoming meetings and updated information for the calendar of events. 

 

 

10:00a.m.       Gaylon Davis, County Engineer, met with the Board with his weekly update.  He submitted a change order from Oglesby Construction for a decrease in materials totaling $1,097.53.  Oglesby is working on the Pavement Marking Project for the engineer’s office.  The change order required Tom’s signature.  

 

Gaylon reviewed his department’s accumulated revenue for permissive tax, gasoline tax, motor vehicle/license tax and court fines.  Overall, revenue income is showing a slight increase. 

 

The Bend Road Bridge replacement is still moving along, but very slowly.    

 

The group also reviewed a bill for fleet insurance for the Highway Garage and briefly discussed the FY04 budget.  He will be meeting with the Commissioners during the upcoming budget meetings to review his department’s budget.   

 

 

10:30 a.m.      Karen Tubbs, County Treasurer, met with the Board for a forth quarter Investment Advisory Meeting.  Tim Houck, Landfill Manager, was also present.  Jean Ziegler, Clerk of Courts, was in court and not able to attend the meeting.  Karen reviewed the Landfill’s Closure and Post-Closure accounts and the County’s general investments.  Currently, all investments are in order and the Commissioners approved the 4th quarter investments for 2003.

 

The group also spoke to Tom Wilson, Peck, Shaffer and Williams, by conference call, regarding County investments, interest rates and options regarding bond anticipation notes for 2004.  Sherry Carnahan, Deputy Clerk – Fiscal, was also present during this conversation.  Mr. Wilson will research and get more information to Mrs. Tubbs.    

 

 

11:00 a.m.      Lisa Karcher, Maumee Valley Planning Organization, met with the board for a Public Hearing regarding an amendment to the FY02 Formula Program.  The Small Cities

 

 

 

 

Formula Program agreement with the Ohio Department of Development is being amended because one of the original programs is being dropped and the funds allotted for that program will be disbursed among the remaining programs.

At 11:15 a.m., Jerry Overmier, Beilharz Architects, stopped in briefly to speak to the Board regarding a discussion he had with ProMedica regarding the old hospital facility. 

 

The Board of Commissioners will be holding the 2004 budget meetings with various Department Heads and Elected Officials beginning this afternoon.
