The Board of Defiance County Commissioners met in regular session at 9:00 a.m. on Monday, February 27, 2017 in the Second Floor Conference Room of the Commissioners’ Session Room at 500 Court Street, Defiance, Ohio 43512. Commissioner Ryan Mack called the meeting to order. Also present were Commissioner Gary Plotts, Sherry Carnahan, Finance Manager/Administrator, and Stephanie Metz, Clerk.
The Commissioners met in General Session and approved and signed various resolutions, contracts and documents. The Commissioners also reviewed the calendar of events and discussed upcoming meetings.
Funds are still needed for the Veterans Cemetery Project at Riverside Cemetery. The County’s Veterans Service Office is attempting to raise $60,000.00 for the project. There will be a new entry arch, park benches and marble markers at the memorial site.
Warren Schlatter, Defiance County Engineer met with the Commissioners to open bids for 2017 Bituminous Materials and 2017 Crushed Aggregate. Bids were received from Asphalt Materials, Inc., K-Tech Specialty Coating, and Wright Asphalt Products for 2017 Bituminous Materials. Bids were received from Custar Stone Co., Stoneco, Inc., Stafford Gravel, and Hanson Aggregate for 2017 Crushed Aggregate. All bids were taken under advisement and will be awarded at a later date. Warren informed the Board that last week crews replaced a culvert on Kramer Road.
Greg Reinhart and Janalee Rethmel, Defiance County Wastewater Operations, met with the Commissioners to provide a monthly update. Greg reported the following items being completed in January: cleaned pump at Christy Pump Station, cleaned Paulding County’s Auglaize River Pump Station #1, primed pump at Paulding County’s Auglaize River Pump Station #5, installed new bubbler airline at Defiance County’s Auglaize River Pump Station #7, cleaned floats at Evansport Pump Station and River Chase Pump Station. Greg reported billing out $65,023.54, collecting $71,625.14, and having expenses of $50,642.94 in January.
Vickie Myers, Defiance County Treasurer, and Jill Little, Defiance County Auditor, met with the Commissioners to sign the renewal of the bond anticipation notes for the Flory Road Tile Project. The original bond was in the amount of $27,017.41; the renewal amount is $20,172.59 with an interest rate of 2.31%.
Russ Herman, Defiance County Assistant Prosecuting Attorney, met with the Commissioners to provide an update on various pending matters.
Amy Hoffman, Palmer Energy Company, met with the Commissioners to review their recommendation for the RFP for the County’s electric contract. They received responses from the following companies: Dynegy, Engie, AEP Energy, Constellation, MidAmerican, and IGS. The recommendation is to secure final pricing from Dynegy, MidAmerican and AEP Energy for a 36-month term. A final determination will be made after the final pricing is secured.
Joy Padgett, Office of Outreach and Customer Support Division of Environmental & Financial Assistance, and Luanne Cook, Northwest Ohio Governor’s Liason, met with the Commissioners to provide information on the Public Outreach division of the Ohio EPA.
