DEFIANCE COUNTY COMMISSIONERS

MONDAY, JANUARY 9, 2012

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Monday, January 9, 2012 in the Conference Room in the Commissioners Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Clerk Stephanie Metz called the meeting to order.  Also present were Commissioners James E. Harris, Jr., Otto L. Nicely and Thomas L. Kime, Laura Howell, Administrator, Lanie Miller, Deputy Clerk. 

 

The Commissioners held their reorganization meeting.  The 2012 Chairman is Thomas L. Kime, Vice-Chairman is Otto L. Nicely.  The Commissioners’ regular meetings will be held on Monday from 8:30 a.m. to 4:30 p.m. and on Thursday from 8:30 a.m. until the conclusion of business.  With the exception on the first Thursday of each month, all regular meetings shall be held in the office of the Defiance County Commissioners, 500 Court Street, Defiance, Ohio  43512.  The regular meeting on the first Thursday of each month shall be held in the Hicksville Municipal Building, start at 8:30 a.m., unless otherwise noted.  Commissioners also have scheduled a Study Session, when needed, on Wednesday beginning at 8:30 a.m.

 

Russ Herman, Defiance County Assistant Prosecutor, met with the Commissioners for an update on various pending legal matters.

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

Warren Schlatter, Defiance County Engineer, met with the Commissioners for his weekly update.  Warren submitted his December 2011 Accumulated Revenue Report.  During 2011, the Engineer’s accumulated revenue was $4,088,419.87 compared to $4,102,595.68 in 2010, $4,031,033.00 for 2009 and $4,170,922.09 for 2008. Warren reported that Whetstone Road is closed for a culvert replacement. Later in the week, the crews will be working on agricultural drainage on Farmer-Mark Road.

 

Isaac Lee, Defiance County Chamber, met with the Commissioners for an update. Isaac reviewed the status of the goals for the Chamber’s Strategic Plan.

 

The Commissioner Kime attended the Board of Revisions reorganizational meeting.

 

Matt Davis, Maumee Valley Planning Organization, met with the Commissioners for an update on the Neighborhood Stabilization Program. Matt informed the Board that demolition proposals for the property in Ney are due on Friday.

 

The Commissioners recently received the December 2011 monthly report from Cecilia Parsons, Defiance County Recorder. Cecilia reports total instruments filed as follows: deeds – 140; mortgages – 189; other liens – 19; releases – 206; power of attorney – 4; soldiers discharge – 2; leases – 3. She reported total receipts of $28,996.25, of which $14,100.00 went to the Housing Trust Fund and $12,736.25 went to the General Fund.

 

The Commissioners recently received the 2011 Coroner’s Report from Dr. Brose, Defiance County Coroner. The Defiance County Coroner's Office investigated 64 fatalities in 2012. 16 autopsies were performed, 13 at Defiance County Expense. Substance Abuse/Combined Drug Toxicity (Prescription drug overdose) constituted 31% of autopsies performed at County Expense. These tragic and potentially preventable deaths engender considerable expense for taxpayers. In 2010 they investigated 47 fatalities. 11 autopsies were performed at County expense. In 2009 they investigated 75 fatalities. 10 autopsies were done at County expense. In 2008 they investigated 46 fatalities. 12 autopsies were done at County expense.
