DEFIANCE COUNTY COMMISSIONERS

THURSDAY, MARCH 22, 2007

 

The Board of Defiance County Commissioners met in regular session on Thursday, March 22, 2007, at 8:30 a.m., in the Conference Room of the Defiance County Commissioners, 500 Court Street, Defiance, OH 43512.  Commissioner Otto L. Nicely called the meeting to order.  Also present were Commissioners Thomas L. Kime, James E. Harris, Jr., Becky Wagner, County Administrator, and Joanne Goerlitz, Deputy Clerk. 

 

General Session – The Commissioners were presented with various resolutions and documents for approval.  The Commissioners reviewed agenda items, discussed upcoming meetings, and reviewed and updated the calendar of events.

 

The Commissioners, upon recommendation of Warren Schlatter, County Engineer, awarded the 2007 Paving of Various Roads bid as follows:

 

          Paving of Various Roads – Proposal A: Gerken Paving, Inc. -             $992,269.15

          Paving of Various Roads – Proposal B: Ward Construction, Co. -      $187,615.26   

          Paving of Various Roads – Proposal C: Ward Construction, Co. -        $55,598.25

          Paving of Various Roads – Proposal D:  Gerken Paving, Inc. -              $20,094.30

          Paving of Various Roads – Proposal E:  Ward Construction, Co. -       $27,561.50

 

Becky Wagner, County Administrator, presented her report to the Board of County Commissioners.  Becky reported that Mike Koenig, Koenig Security & Electronics, Inc., will be implementing training on the new central telephone system next week and on April 2nd the new telephones will be up and running in the Courthouse.

 

Jane Tadsen, Defiance County Recorder, reported recording 137 Deeds, 171 Mortgages, 150 Releases, 3 Power of Attorneys and 2 Plats.  The total of the month of February, 2007 was $22,998.50 of which $11,293.50 went toward the Housing Trust Fund and $11,705.00 went toward General Fund.

 

Jean Ziegler, Clerk of Courts presented her report to the Board of Commissioners for the month of February, 2007.  Jean reported collecting legal fees of $16,013.43 and Title Fees of $4,252.96.  The Certificate of Title Administrative Fund is at $7,898.35.  Jean also reported deposits for the following: Legal Fees of $59,473.97 and Title Fees of $360,697.02.

 

Sales or Use and Dealers Tax collected was $341,460.65, Watercraft Tax Collected was $76.22.  The number of Titles issued was 1,877.  The number of Notation of Liens was 475, and the number of inspections was 406.

 

Jean issued 112 titles for new cars, 13 titles for motorcycles, 1,243 used car titles, 18 manufactured home titles, 46 new truck titles, 6 trailer titles, 13 off-road vehicle titles, 376 used truck titles, 6 travel trailer titles, 10 watercraft titles and 34 van titles.

 

Paula Fairchild, Public Safety Services, met briefly with the Board to update the Commissioners on the Parkview Drive fuel oil spill on March 14, 2007.  Paula reported that crews arrived within 45 minutes to clean up the spill. 

 

 Les McCaslin, Four County ADAMhs Board, updated the Commissioners on the agency.   Les reported that spending on Central Pharmacy was about $50,000 under estimated spending and was $40,000 less than it was at the same time a year ago.  Les noted that medication costs have leveled off since a number of medications have become available in generic form.  Also, the agency is running about 24 bed days under budget but Les noted that, traditionally, usage increases during the second half of the year.

 

The Commissioners attended a Planning Commission meeting.  Discussed a variance for Jerry Baden in Defiance Township.  The variance was denied.
