DEFIANCE COUNTY COMMISSIONERS

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Monday, March 26, 2012 in the Conference Room in the Commissioners Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioners Otto L. Nicely and James E. Harris, Jr., Laura Howell, Administrator, Stephanie Metz, Clerk, and Lanie Miller, Deputy Clerk. 

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

Jerry Arkebauer, Regional Port Authority of Northwest Ohio, and Jerry Hayes and Jared Orzolek, Defiance County Economic Development, met with the Commissioners regarding the proposed issuance of a qualified Internal Revenue Code Section 144 small-issue bond for a manufacturing facility, as the Authority’s Development Revenue Bonds, Series 2012 (FWT, L.L.C. Project) (Tax-Exempt Bonds), in a principal amount not to exceed $7,000,000. The proceeds of the Bonds are to be used to assist FWT, L.L.C., a Texas limited liability company authorized to do business in the State of Ohio in financing a portion of the costs of the acquisition and installation of manufacturing machinery and equipment to be used at the Company’s approximately 317,000 square foot plant, and to pay certain expenses incurred in connection with the issuance of the Bonds, not to exceed 2% of the sale proceeds, including the cost of any credit enhancement connected with the equipment financed with the Bonds. The Project is located in the Village of Hicksville, Ohio at 761 W. High St., Defiance County. The Project will be owned and operated by the Company to manufacture steel power poles and structures for the communications and utilities industries and to promote economic development and increase employment within the Village and the State of Ohio. The Bonds will be special obligations of the Authority payable solely from funds provided by the Company and will not constitute a debt or a pledge of the faith and credit or the taxing power of the State, the Authority, the Village, or any agency, instrumentality or political subdivision of the State.

 

Warren Schlatter, Defiance County Engineer, met with the Commissioners for an update. Warren informed the Board that roadside grading work was done on Hammersmith Road last week and will be started on The Bend Road this week. Beams were set on the Bostater Road Bridge last week. The deck will be poured either this week, or next week.

 

Steve Snyder, District Conservationist, met with the Commissioners to request permission for the employees at the Evergreen Lane Office Complex to create a garden, that will be maintained by employee’s donations and donated time (during non-working hours), with the harvest going to local food pantries. The Board approved proceeding with the project, as long as no employees work on the garden during their working hours.

 

Steve Flickinger and Linda Maag, State Auditors, met with the Board of Commissioners and the Audit Committee for an Entrance Audit Meeting.

 

The Commissioners attended the Four County Solid Waste District Board of Directors Meeting at Defiance County East. This meeting was to meet with State Legislators to discuss pending legislation that will affect solid waste management.
