The Board of Defiance County Commissioners met in regular session
at 8:30 a.m. on Monday, March 31, 2008 in the Conference Room in the
Commissioners Office at 500 Court Street, Suite A, Defiance, Ohio 43512.
Chairman Thomas L. Kime called the meeting to order. Also present were
Commissioners James E. Harris, Jr. and Otto L. Nicely, Laura Howell,
Administrator, Cara Brown, Clerk, and Joanne Goerlitz, Deputy Clerk.
The Commissioners met in General Session and approved and
signed various resolutions, contracts and documents, approved several travel
requests, reviewed the agenda items and the calendar of events and discussed
upcoming meetings.
Rick Edmonds, Good
Samaritan Superintendent, met with the Commissioners to discuss the re-roofing
project and possibly installing air conditioning units into the classrooms.
Rick advised that the MRDD Board would like to get a quote on the cost of
installing air conditioning units to know if that project is feasible.
Warren Schlatter,
Defiance County Engineer, met with the Commissioners and opened bids for the
2008 Bituminous Materials and 2008 Paving of Various Roads. The only bid
received for the Bituminous Materials was from Asphalt Materials, Oregon, Ohio
and is as follows (prices are per gallon): MWS 90 - $1.35 pick-up and $1.4464
delivered; MC 30 - $2.60 pick-up and $2.6964 delivered; RS 2 – 1.35 pick-up and
$1.4464 delivered; RS 2P - $1.70 pick-up and $1.7964 delivered; AEP Prime -
$1.40 pick-up and $1.4964 delivered; SS1H - $1.40 pick-up and $1.4964
delivered; CM-90 - $2.00 pick-up and $2.0964 delivered; CM-150 - $2.15 pick-up
and $2.2464 delivered; CM-300 - $2.50 pick-up and $2.5964 delivered. The Board
took the bid under advisement and upon the recommendation of Warren, will award said bid at a later date.
Warren also opened bids
for the 2008 Paving of Various Roads. The Engineers Estimates: Proposal A -
$1,061,527.50, Proposal B - $139,703.96, Proposal C - $54,783.00. The bids
received are as follows: C and C Contractors, LLC: Proposal A – No bid,
Proposal B - $135,423.76, Proposal C – No bid; Gerken Paving, Inc.: Proposal A
- $1,146,739.00, Proposal B – No bid, Proposal C - $62,622.45; Highway
Maintenance & Construction Co: Proposal A – No bid, Proposal B - $173,463,
Proposal C – No bid; Ward Construction Co.: Proposal A – No bid, Proposal B -
$132,656.72, Proposal C - $55,071.00. The Board took the bids under advisement
and upon the recommendation of Warren,
said bid will be awarded at a later date.
Defiance City
Board of Control, Jerry Hayes,
Economic Development Director, to discuss the Job Ready Site Application. Jerry
advised that a pre-application has been submitted to the Ohio Department of
Development and it is now time to consider filing the full application. To file
a full application, there needs to be a 25% local match, this can be cash or
in-kind contributions. The Board of Commissioners and the City Board of Control
agreed that Jerry needs to speak with the affected landowners and find out
their intentions before the County or City can proceed any further with the
full application. The full application is due by May 15, 2008. Larry Plummer,
R&L Enterprises was also present for the discussion.
