DEFIANCE COUNTY COMMISSIONERS

THURSDAY, APRIL 3, 2008

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Hicksville Village Council Room, Hicksville, Ohio on Thursday, January 3, 2008.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioners James E. Harris, Jr. and Otto L. Nicely, Laura Howell, County Administrator and Cara Brown, Clerk.  Joanne Goerlitz, Deputy Clerk, was present for the session at the Defiance location.

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents, approved several travel requests, reviewed the agenda items and the calendar of events and discussed upcoming meetings.

 

Laura Howell, Administrator, provided the Commissioners with her weekly update. Laura advised that Randy Vogel, Dog Warden, provided her with budget information from his office. The information was requested by the Commissioners and will be reviewed to determine the Dog Warden’s ability to pay for an additional vehicle for their office.

 

Laura also advised the Board that the roof materials for the barracks roof will be delivered this week and the work will begin next week. Laura, Ron Cereghin, Maintenance Supervisor, and Cindy Mack, Defiance Development & Visitors Bureau, went through the buildings at Auglaize Village and Laura noted that several more buildings need worked on. The Commissioners advised Laura to contact the Auglaize Village Board and advise them that the Commissioners would like to see a list of prioritized projects before any more decisions can be made on helping to finance additional work.

 

Austin McGuan, Squires, Sanders & Dempsey, Susan Payden, ProMedica Health Systems, and Tim Jakacki, Defiance Regional Medical Center, met with the Commissioners to present a bond issue. Lucas County issued a bond to ProMedica Health Systems in 2005 and those funds were used to finance or refinance hospital facilities located in Lucas and Defiance Counties. At the time of this bond issue, the Counties entered into an Original Cooperative Agreement.

 

Lucas County would now like to refinance the bond that was issued in 2005 and needs the Defiance County Board of Commissioners permission, by Resolution and a Second Supplemental Agreement, to spend the proceeds of the bond in Defiance County. The County will assume no responsibility for any debt associated with this bond issue. The Board approved the new bond issue.

 

Ken Keller, First Insurance & Investments, met with the Commissioners to explain the Stop Loss Agreement that he had supplied to the Commissioners for signing. Ken advised that this agreement is to be submitted to the insurance company and states that the quotes that Ken provided in November have not changed.

 

Jane Tadsen, Recorder, submitted her March, 2008 report to the Commissioners. In March, the Recorders office recorded 113 Deeds, 283 Mortgages, 258 Releases, 1 Lease, and 6 Power of Attorneys. The total of the month of March was $29,550.00 of which $14,609.00 went towards the Housing Trust fund and $14,941.00 went towards the General Fund.
