The Board of Defiance County Commissioners
met in regular session on Monday, April 16, 2007 at 8:30 a.m., in the Conference Room of the Defiance County Commissioners, 500 Court Street, Defiance,
OH 43512. Commissioner Otto L. Nicely
called the meeting to order. Also
present were Commissioners Thomas L. Kime and James Harris, Becky Wagner, Administrator, Joanne
Goerlitz, Deputy Clerk, and Debra Bloomfield, Deputy Clerk.
General Session – The Commissioners were presented with various
resolutions and documents for approval.
The Commissioners reviewed agenda items, discussed upcoming meetings,
reviewed and updated the calendar of events.
Jim Stinehelfer, Jr., Director of the Defiance County Fair Foundation,
and Jerry Overmier, Beilharz Architects, met with the Board of Commissioners to
discuss preliminary renderings for the proposed grandstand at the county
fairgrounds in Hicksville. It was agreed upon that initial renderings
would remain under the direction of the Commissioners, as the Foundation's
5013C (non-profit status) has not yet been established. Proposed seating of approximately 2400, ADA (handicap
accessibility), and press box dimensions were discussed. The Commissioners approved Beilharz
Architects to proceed with renderings.
Defiance County Engineer, Warren Schlatter, Russ Herman, Assistant
Prosecutor, Dan Rairight and Gary Keys,
Toledo Edison, and Doug Spiker, attorney for Toledo Edison, met with the
Commissioners to address concerns on the Harding Road project. Mr. Schlatter has attempted to work with
Toledo Edison to have all power poles moved back to the edge of the new road
right-of-way along Harding Road
to avoid further traffic hazards. Toledo
Edison will take the Commissioners recommendation under advisement and will
offer a response by Thursday's scheduled session.
Jerry Hayes and Isaac Lee of
Economic Development met with the Board to give an update on possible business
interest for the Industrial Park property. Mr. Hayes reported that the next TIRC (Tax
Incentive Review Council) meeting is scheduled for April 25 at 6:00 p.m. at the
Economic Development office.
Public Safety Services Director, Julie
Fowler, gave an update to the Commissioners on grant preparation for EMPG
(Emergency Management Performance Grant) and LEPC (Local Emergency Planning
Committee). Requirement changes on
paperwork have made it necessary to delay deadlines for submission of grants.
Ms. Fowler will have second quarter forms completed by the deadline date of
April 20.
Ron Cereghin, Defiance County
Maintenance Supervisor, met with the Board of Commissioners to go over quotes
for the excavation and leveling of the land surrounding the Defiance County
East building. Webb's Construction low bid
of $12,990 (excavation - $9,790; leveling, seeding - $3200) was accepted by the
Commissioners and it was approved to begin work as soon as possible. Roof replacement and repair for several
county buildings was discussed along with the sealing of parking lots for
county offices.
