DEFIANCE COUNTY COMMISSIONERS

THURSDAY, APRIL 24, 2008

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Thursday, April 24, 2008 in the Conference Room in the Commissioners Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman Thomas L. Kime called the meeting to order. Also present were Commissioners James E. Harris, Jr. and Otto L. Nicely, Laura Howell, Administrator, Cara Brown, Clerk, and Joanne Goerlitz, Deputy Clerk.

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents, approved several travel requests, reviewed the agenda items and the calendar of events and discussed upcoming meetings.

 

Matt Gilroy, Defiance County Airport Authority Board member, and Tony Saxton, TAS Aviation President, met with the Commissioners to discuss a grant opportunity. The Airport Authority Board would like to apply for grant monies from the FAA (Federal Aviation Administration) and ODOT (Ohio Dept. of Transportation), but the application asks for a local match. Current funding available from the FAA is $198,175.00 with a local match of $10,431.00. If additional funding is obtained from ODOT, more local match would be needed. The Board authorized the Airport Authority Board to submit the grant application.

 

Operations Manager Laura Howell updated the Board on several issues, including the establishment of an annual inspection date of May 5 for The Ohio State Highway Patrol to inspect the Senior Services vehicles.  A meeting with the Senior Services transportation driver's took place this morning to discuss transportation communication/safety.

 

Ron Cereghin, Maintenance Supervisor, was present during part of Laura’s report. Ron advised the Board that he has finished installing steps at the Schick Road Canoe launch.

 

Tim Houck, Landfill Manager, submitted his monthly financial report for revenue & expenses for the Landfill.  The sales summary total for March 2008 was $269,329.13. The annual tons total to date is 19,854.37 and the annual cubic yards are 94,658.

 

Tim also reported the yearly/monthly cubic yards comparison for March 2008 is 34,444 vs. 34,517 for this same time in 2007.  The yearly monthly tons comparison submitted for March 2008 was 6,994.02 tons vs. 8,313.43 tons in March 2007.  Leachate monthly gallon total for the month of March was 549,456.

 

The Board of Commissioners also held a bid opening for the Landfills' North Pump Station Upgrade.  One bid was received as follows: Miller Bros. Construction, Inc., Option A - $206,575.00; Option B – 191,000.00. The Board took the bid under advisement and upon the recommendation of the engineer, said bid will be awarded at a later date.

 

Mike Boff, Defiance Soil & Water Technician, met with the Commissioners to open bids for the Beetree Run Ditch Project. As this project is a Joint Board of Commissioners of Defiance and Paulding Counties, the bids will be reviewed and upon the recommendation of Mike Boff, said bid will be awarded at a Joint Board of Commissioners meeting scheduled for Monday, April 28, 2008 at Paulding County Commissioner’s office.

 

The Commissioners attended a Joint Board of Commissioners of Defiance and Williams Counties meeting at the Defiance County EMA building to make a determination on the Lick Creek Ditch project. All six (6) County Commissioners were in attendance as well as landowners and other interested

 

 

parties. The Defiance County Commissioners voted to proceed with the project and the Williams County Commissioners voted not to proceed. As the vote was a 3-3 tie, the project has failed and will not proceed any further under the current petition.
