DEFIANCE COUNTY COMMISSIONERS

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Thursday, May 3, 2012 in the Hicksville Village Council Room, Hicksville, Ohio.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioners James E. Harris, Jr. and Otto L. Nicley, Laura Howell, Administrator, and Lanetha Miller, Deputy Clerk. 

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

Laura Howell, Administrator, met with the Board to provide her weekly update with various department and project updates.  Laura informed the Commissioners that 189 residents have hooked up to the Auglaize River Sewer. 31 residents still need to hook up. Since all residents in the Auglaize Pines Sewer have now connected to the Auglaize River Sewer, the contractor will begin demolition of the old Auglaize Pines Sewer building.

 

The Commissioners attended the Continued Final Hearing for the Lick Creek Ditch Improvement Project. The Joint Board authorized payment of Bryan Publishing and Defiance Publishing totaling $192.53 out of the existing funds. They met in executive session with legal counsel,  Bill Stockinger and the Petitioners to discuss possible settlement offers. They then met in executive session with legal counsel to discuss pending litigation. No decisions were made in either executive session. The Joint Board directed Donald Theis, Joint Board legal counsel, to contact the Courts and explain that the Joint Board attempted to come to a consensus with all parties and could not, the Joint Board feels that mediation would be a waste of taxpayers’ money, as no party is willing to change their position(s), and request that the Courts proceed with the suit, the appeal in particular. The Joint Board tied a vote to advance the amount of 10% of the Engineer’s Preliminary Estimate, on top of what has already been allocated, to the Lick Creek Fund to be split equally. The matter will be referred to ODNR to break the tie. The Joint Board adjourned the hearing to Monday, June 18, 2012 at 1:30 pm at the Defiance County EMA Building.

 

The Commissioners recently received the monthly report from Defiance County Recorder Cecilia Parsons. Cecilia reported that during the month of April 2012 the total instruments filed were as follows: deeds - 171; mortgages – 200; other liens – 9; releases – 211; power of attorney – 5; soldiers discharge – 2; leases – 2. Total receipts were $29,378.75, of which $14,369.00 was to the Housing Trust Fund and $12,685.75 was to the General Fund.
