DEFIANCE COUNTY COMMISSIONERS

MONDAY, JULY 21, 2008

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Monday, July 21, 2008 in the Conference Room in the Commissioners Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioners James E. Harris, Jr. and Otto L. Nicely, Laura Howell, Administrator, Joanne Goerlitz, Acting Clerk and Julie Voll, Deputy Clerk. 

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

Karen Tubbs, County Treasurer, and Marlene Goodwin, County Auditor met, with the Commissioners for signing of a Various Purpose General Obligation Bond Anticipation Note, Series 2008.  The Commissioners signed the note in the amount of $1,340,000 at the rate of 2.50% per annum , maturing July 23, 2009. 

 

Warren Schlatter, Defiance County Engineer, met with the Commissioners for his weekly update.   Warren updated the Commissioners on road projects.  Warren noted that Defiance-Ayersville-Pleasant Bend Road between Dohoney Road and Defiance City Limits will be closed starting today for   approximately 3 weeks for bridge replacement.  Stever Road south of Evansport Road is closed for  bridge deck replacement and remains closed until July 31st weather permitting.  Hicksville-Spencerville between Casebeer-Miller Road and Ohio-Indiana State Line Road is being reconstructed and will be closed for approximately 3 weeks.  Flory Road between Stever Road and Christy Road is closed as of July 16th for approximately two (2) months for bridge replacement.   Warren presented to the Board a Preliminary Consent Legislation with the Ohio Department of Transportation for PAU/DEF-24-Haul Rd. Repair project.  The project will repair designated county and township haul roads located in Defiance County that were designated as haul roads for the US 24 major relocation project.  The Commissioners will approve the project after review of the Legislation.

 

Greg Reinhart, Director of Wastewater Operations, met with the Commissioners for his monthly update and presented to the Board his Departments Operations Report and Income and Expenses for the month of June 2008.  Greg noted that some Wastewater activities for the month of June included greasing and oiling all plants and pump stations; spraying for weeds at the Defiance County Landfill and repairs to a broken line at Noble Heights Sub-Division. 

 

William Ozuk, President of eMerge Information Management, met with the Commissioners to discuss the scanning needs of various County departments.  eMerge is currently working on scanning projects with the Auditor’s office and discussed how to expand the system to include other departments.  The Commissioners requested Mr. Ozuk to put together a proposal for scanning documents for the Courts.  The proposal will be reviewed by the Commissioners once completed.

 

The Defiance County Commissioners met with the Williams County Commissioners for discussion on ditch maintenance assessments for 2009. Kevin Hancock, Defiance County SWCD Ditch Maintenance, reported the proposed maintenance collections for the 2009 duplicates with Defiance and Williams Counties.  After reviewing the joint ditches, the Joint Board approved the assessments to be placed on the 2009 tax duplicate for collection for one (1) year. 

 

The Commissioners attended a meeting of the Four County (Defiance, Fulton, Paulding, Williams Counties) Joint Solid Waste District. 

 

The Commissioners met with the Paulding County Commissioners to discuss the Auglaize River Sewer Project.  Discussion included funding sources for the project and with the new Farm Bill that was approved on May 22, 2008 Rural Development’s interest rate structure has changed.  The Commissioners will be contacting Rural Development for recalulation of figures for the project.
