DEFIANCE COUNTY COMMISSIONERS

THURSDAY, OCTOBER 11, 2007

 

The Board of Defiance County Commissioners met in regular session on  Thursday, October 11, 2007  8:30 a.m., in the Conference Room of the Defiance County Commissioners, 500 Court Street, Defiance, OH 43512.  Chairman Otto L. Nicely called the meeting to order.  Also present were Commissioners Thomas L. Kime and James E. Harris, Jr., Cara Brown, Clerk. Deputy Clerk Joanne Goerlitz was absent.       

 

General Session – The Commissioners were presented with various resolutions and documents for approval.  The Commissioners reviewed agenda items, and discussed upcoming meetings and events.

 

The Board received the September, 2007 Activity Report from Jean Ziegler, Clerk of Courts. Jean reported collecting Legal Fees of $12,987.09 and Title Fees of $5,048.13. the Certificate of Title Administrative Funds is at $9,375.11. Jean also reported deposits for the following: Legal Fess of $67,061.40 and Title Fees of $406,065.02. the Sales or Use and Dealers Tax collected were $382,567.41 and Watercraft Tax collected was $1,387.59. The number of titles issued was 2,157, the number of Notation of Liens was 669 and the number of Inspections was 454.

 

Jeff Strausbaugh, Prosecuting Attorney, Russ Herman, Assistant Prosecuting Attorney, and Warren Schlatter, Engineer met with the Commissioner in Executive Session to discuss pending litigation. Executive Session ended with no decision being made.

 

Jeff Strausbaugh, Prosecuting Attorney, and Russ Herman, Assistant Prosecuting Attorney met in Executive Session with the Commissioners  to again discuss pending litigation. Executive Session ended with no decision being made.

 

Julie Rittenhouse, Director of the Emergency Management Agency, Russ Herman, Assistant Prosecuting Attorney, met with the Commissioners for eminent litigation and discussion with legal counsel. Executive Session ended with no decision being made.

 

The Investment Advisory Committee with Karen Tubbs, County Treasurer, Jean Ziegler, Clerk of Courts, and Tim Houck, Environmental Services Director, met with the Defiance County Commissioners to review the Third Quarter 2007 Investment Portfolio.  Currently, all investments are in good order.  During the meeting, the Commissioners approved the Third Quarter 2007 Defiance County Investment Portfolio. The Landfill Closure and Post Closure portfolios were also approved.

 

Cooper Farms met with the Commissioners to discuss their proposed facility in Mark Township. Cooper Farms advised that they currently have a 600 acre site on Farmer-Mark Road where they plan to construct the facility. Warren Schlatter, County Engineer, was also present and advised that the county roads in the area appear to be built to withstand the expected use. Cooper Farms hopes to be able to begin construction by June, 2008.

 

Jack Graf and the Commissioners again entered into Executive Session to discuss a previously terminated employee. Executive Session ended with no decision being made.

 

Laura Howell met with the Commissioners in Executive Session to discuss personnel and employment matters. Executive Session ended with no decision being made.
