DEFIANCE COUNTY COMMISSIONERS

MONDAY, OCTOBER 15, 2012

 

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Monday, October 15, 2012 in the Conference Room in the Commissioners Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioners Otto L. Nicely and James E. Harris, Jr., Laura Howell, Administrator, and Stephanie Metz, Clerk. 

 

Morris Murray, Defiance County Prosecuting Attorney, and Russ Herman, Defiance County Assistant Prosecutor, met with the Commissioners for an update on various pending legal matters.

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

Jerry Hayes and Paige Vanderslujis, Defiance County Economic Development, met with the Commissioners for an update. The Commissioners determined that they do not have any objections to the setback variance request that Standridge is requesting from the City of Defiance for an expansion project.

 

Corey Walker, Job & Family Services Director, met with the Commissioners in executive session, to discuss personnel, hiring per ORC 121.222 (G) (1) with no decisions being made in executive session.

 

Warren Schlatter, Defiance County Engineer, met with the Commissioners for an update. Warren informed the Commissioners that work is continuing on Krouse Road. The State Route 2 turn lane work in Hicksville, near the FWT factory, will begin shortly with completion scheduled for the end of the month. The old bridge on Platter Creek Road has been removed, with work beginning on the replacement.

 

Sandra Schappert, Defiance County Child Support Enforcement Agency Director, met with the Commissioners for an update. Sandra reported at the end of Federal Fiscal year 2012 - collections on current support were up 1.18%; collections on arrears only cases up 1.71%; paternities .69%; and establishment cases up 1.52%; Collections year-to-date (through September) - $5,216,820.00. During the quarter there were 23 administrative reviews conducted; 24 genetic tests; 54 paternities established; 80 court/administrative hearings; 97 support orders established.

 

Greg Reinhart and Janalee Roehrig, Defiance County Wastewater Operations, met with the Commissioners for an update. Greg reported that in September there was $59,042.74 billed out; $55,695.73 collected and expenses of $46,466.93. Greg reported the following items being completed: Greased and oiled all plants and pump stations including Paulding

County’s for the Auglaize River Sewer; rebuilt blower motor installed at Evansport; both check valves replaced at pump station #7 by Craun-Liebing for Auglaize River Sewer (Warranty Work); cleaned out pumps at Auglaize River Pump Station #7; Tressler's jetted gravity line on Lakeview that was plugged.

 

Kim Moss, Defiance County General Health District, met with the Commissioners for an update. Kim informed the Commissioners that the Defiance County’s average WIC caseload for 2012 is 1,038, compared to 1,139 for 2011. The average caseload for the Hicksville satellite WIC office for Federal Fiscal Year to date 2012 is 171.

 

The VFW Board met with the Commissioners in executive session for land acquisition per ORC 121222 (G) (2) with no decisions being made in executive session.

 

Mike Williams and Tanya Brunner, Defiance County Veterans’ Affairs, met with the Commissioners to discuss the transportation.

 

The Commissioners attended the Continued Final Hearing for the Lick Creek Ditch Improvement Project. The Joint Board approved the transcript of the September 17, 2012 hearing as the official record, approved payment to Susan Ingraham for the transcription services, and adjourned the Final Hearing. Once all final bills are received and any outstanding legal matters are completed by the attorneys, the Joint Board will have an administrative meeting to finalize any outstanding administrative matters and dissolve the Joint Board.
