DEFIANCE
COUNTY COMMISSIONERS
MONDAY, DECEMBER 17, 2012
The Board of Defiance County Commissioners met in regular session at
8:30 a.m. on Monday, December 17, 2012 in the Conference Room in the
Commissioners’ Office at 500 Court Street, Suite A, Defiance,
Ohio 43512. Chairman Thomas L. Kime called
the meeting to order. Also present were
Commissioners Otto L. Nicely and James E. Harris, Jr., Laura Howell,
Administrator, and Stephanie Metz, Clerk.
The Commissioners met in General Session and approved and signed
various resolutions, contracts and documents.
The Commissioners also reviewed the calendar of events and discussed
upcoming meetings.
The Commissioners approved the 2013 General Fund Budget of $10,333,841.99.
The 2012 General Fund Budget was $10,257,563.84.
Bruce Clevenger and Teresa Johnson, Defiance County OSU Extension, met
with the Commissioners for an update. They provided the 2012 Annual Report with
the following:

A Farm
Drainage workshop was attended by 85 participants;
·
The Ag
Educator taught Ohio Livestock Care Standards to 35 members of the Tri-State
Dairy Goat Association;
·
The
Defiance County Master Gardeners completed a total of 1,973 community service
hours and 588 advanced training hours in 2012. This total is up by 464
community services hours and 126 advanced training hours from 2011;
·
Computerize
farm recordkeeping workshop with Quicken® was attended by 46 farmers;
·
38
farmers recertified their Private Pesticide Applicators License;
·
During
2012 over 550 phone calls and/or personal visits were made to the county
agriculture/natural resources educator. Master Gardeners and extension support
staff assisted with an additional 81 calls and visitors;
·
Over 225
people attending the Ag Appreciation and Farmers Share Breakfast that was
co-hosted with Defiance Soil & Water Conservation District;
·
4-H Camp
participation was at 137 total campers;
·
40 girls
ranging from second to fifth grades attended the fourth annual 4-H Princess
Camp;
·
The 4-H
Educator is working with the Defiance Area Foundation in establishing the
Defiance County 4-H Alumni Endowment Fund;
·
This
year 12 students at Holy Cross Catholic School participated in the 4-H After
School Robotics Program;
·
The
Family Nutrition Program presented 178 educational sessions with 1,249
participants;
Warren Schlatter, Defiance County Engineer, met with the Commissioners
for an update. Warren provided the Job Cost Accounting Reports for Platter
Creek Road Bridge ($85,222.20) and Concrete Paving on McCavit
Road ($6,623.07). Warren also reviewed the Accumulated Revenue Report for
November, 2012. Warren reported the Accumulated Revue to be $3,790,891.38
compared to $3,761,457.91 in November of 2011.
Jan Rethmel, Defiance County Wastewater
Operations, met with the Commissioners for an update. Jan reported the
following maintenance items being completed in November: pulled and cleaned
pumps at Auglaize River Sewer pump station # 7; started to winterize pump
stations; lowered and installed new cleanout cap at 21667 Parkview Dr.; reset
level indicator at Auglaize River pump station #3; primed Paulding County’s
pump stations #5 and #6; unplugged suction line at Auglaize River Sewer pump
station #6; Underground Utilities raised grinder pump lid elevation by adding
an extension at the DAV; Evansport pump motor starter
replaced; Tresslers vacuumed out manhole and wet well
at Auglaize River pump station #7. Jan reported billing out $59,439.54, collecting
$61,650.54, and having expenses of $58,177.38 in November.
Tina Hiler, Defiance County Senior Services, met with the Commissioners
for an update. Tina informed the Board that the Christmas Dinner is Thursday,
December 20th at 11:30 am.
The Joint Board of Defiance and Williams Counties for the Lick Creek
Project met at 1:00 pm. The Joint Board authorized payment of $35.00 to
Defiance County for copies, approved returning the balance of $44,531.60 in the
Lick Creek Fund to the Counties in the ratio that it was received in (58.2929%
from Williams County equals $25,731.44 and 41.7071% from Defiance County equals
$18,800.16); and dissolved the Joint Board of Commissioners of Defiance and
Williams Counties that was formed under Ohio Revised Code Section 6133.
