DEFIANCE COUNTY COMMISSIONERS

THURSDAY, JANUARY 10, 2013

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Thursday, January 10, 2013 in the Conference Room in the Commissioners Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioners Otto L. Nicely and James E. Harris, Jr., Laura Howell, Administrator, and Stephanie Metz, Clerk.

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

The Commissioners approved the 2013 Special Funds budget of $52,245,661.00, the 2013 Unappropriated of $1,831,092.28 and the 2013 Interest of $1,235,126.36.

 

The Commissioners appointed Edwin Gerhring as the 2013 Defiance County Apiary Inspector.

 

Linda Maag, State Auditor’s Office, met with the Commissioners to inform them of recent personnel changes with the office. Steve Flickinger was recently promoted to Assistant Chief Auditor. Linda Maag was promoted to Senior Audit Manager.

 

Laura Howell, Administrator, met with the Board to provide her weekly update with various department and project updates. Laura provided the following updates:

·       FAMILY & CHILDREN FIRST/HELP ME GROW - Julie Voll stated the 2012 Early Childhood Screenings are scheduled for the following dates and locations: February 25, 2013 from 9:00 am – 2:00 pm at the Grace United Methodist Church, 121 West High Street, Hicksville and March 4, 2013 from 9:00 am – 4:30 pm at Zion’s Lutheran Church, 1801 East Second Street, Defiance. The early childhood screening examines vision, hearing, personal and social skills, problem solving abilities, speech and language skills and small and large muscle movements for children ages birth through age 4. Appointments are required and can be scheduled through Help Me Grow at 419.782.6934 or 1.888.648.8732.

 

Vickie Myers, Defiance County Treasurer, Amy Galbraith, Defiance County Clerk of Courts, and Tim Houck, Defiance County Landfill Director, met with the Commissioners for the 4th Quarter Investment Advisory Meeting. The Defiance County Investment Portfolio, Landfill Closure Portfolio and Post Closure Portfolio were approved.

 

The Commissioners met with representatives from Hillandale Farms Ohio, LLC, Menke Consulting, Inc., Defiance County Economic Development, Defiance County Engineer, Defiance County Soil & Water, Kevin Elder – Ohio Department of Agriculture, Mark Township Trustees, Hicksville Township Trustees, William Cleland and William Cleland, Sr. to discuss the Company’s proposed facility on Rosedale Road. Hillandale Farms Ohio, LLC. is planning to build a new laying hen operation along with associated feed mill, located at 9715 Rosedale Road in Hicksville Township. Tom Menke, Menke Consulting, Inc, reviewed the proposed project information. Warren Schlatter reviewed the recommendations to improve Rosedale Road to handle the increased traffic.

 

On Wednesday, the Commissioners attended a meeting with Pioneer RailCorp at the EMA building. The Commissioners were pleased that representatives from ODOT, the Rail Commission, State Representatives and Federal Representatives were in attendance at this meeting also.

 

On Friday, the Commissioners will be attending the DOJ Advisory meeting and the LEPC meeting at the Defiance County EMA building.
