DEFIANCE COUNTY COMMISSIONERS

MONDAY, FEBRUARY 4, 2013

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Monday, February 4, 2013 in the Conference Room in the Commissioners’ Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioners Otto L. Nicely and James E. Harris, Jr., Laura Howell, Administrator, and Stephanie Metz, Clerk.

 

Morris Murray, Defiance County Prosecuting Attorney, and Russ Herman, Defiance County Assistant Prosecutor, met with the Commissioners for an update on various pending legal matters.

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

The Commissioners approved an Infrastructure Revolving Loan Fund for Clemens Mobile Welding, LLC. to finance machinery and equipment costs related to the acquisition of a Plasma Burning Table. The associated tooling, software and crane for the expansion of the fabrication facility will result in the creation of 5 jobs. The loan is in the amount of $54,000.00 for a 5 year fixed rate of 2.5%.

 

Warren Schlatter, Defiance County Engineer, met with the Commissioners for an update and the bid openings for 2013 Crushed Aggregate and 2013 Bituminous Materials. Bids were received from the following for the 2013 Crushed Aggregate: Custar Stone Co., Stoneco, Inc., Stafford Gravel and Hanson Aggregate. Bids were received from the following for the 2013 Bituminous Materials: Asphalt Materials, Inc. and K-Tech Specialty Coating. The Commissioners took all the bids under advisement and will award at a later date. Warren provided his Accumulated Revenue Report for January 2013. It was $323,673.87, compared to $343,318.71 in January 2012.

 

Auglaize Village Board members met with the Commissioners for an update. They stated the following projects were completed in 2012: completed the inside of the School House; renovated the inside of the Post Office, inside the Tin Shop, inside the General Store and inside the Men and Women’s Restroom; new steps on the Post Office, Tin Shop and Lock Keepers House; new floor and porch on the Barber Shop, constructed an electrical storage shed; painted the Railroad Museum and replaced four doors; finished the concrete floor in Farm Building #2; repaired the porch on the Doctor’s Office; installed a new roof on the Telephone Office; painted and repaired the siding on the Telephone Office; stoned the driveways. The proposed 2013 projects include, but are not limited to: a new roof on the Barber Shop and Porch; renovate the Church floor, steps and ceiling; repair the Railroad Booth support beam; stabilize the foundation of the Kieffer Cabin; replace wood on the Storage Shed; concrete a portion of the floor in the Steam Building; repair the foundation and roof on the Railroad Depot. Auglaize Village presented a Special Project Request for repairs to the Big Red Barn. The estimate for a steel roof over top the existing roof with stringers is $41,570.00. The estimate for siding is $21,628.00. Doug McDonald stated the roof will last 3 more years, at the most. They also reviewed the 2012 financials. In 2012 there was income of $37,484.78 with expenses of $36,657.87. They provided the 2013 Schedule of Special Events to include: Days of Yesteryear, Nob Hammer-In, Black Swamp Tractor & Engine Show & Flea Market, Motorama, Military Day/Wing Fest, Johnny Appleseed Festival, and Native American Pow-Wow.

 

Ken Maag, Poggemeyer Design Group, met with the Commissioners for an update.

 

The Elected Officials’ meeting was cancelled.

 

On Friday, the Senator Hite met with the Commissioners for an informal update. They discussed the turnpike funding. The Commissioners requested Senator Hite to ask ODOT to set up a small TRAC funding in the $1-5 million range to assist small, rural counties to receive some of the turnpike money. Currently all TRAC projects must be greater than $12 million dollars to receive funding. They also reviewed HB 592, which pertains to solid waste law. The Commissioners suggested having exceptions for small counties along the state borders that would be adversely affected by some of the present language in HB 592.
