DEFIANCE COUNTY COMMISSIONERS

THURSDAY, FEBRUARY 7, 2013

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Thursday, February 7, 2013 in the Hicksville Village Council Room, Hicksville, Ohio.  Chairman Otto L. Nicely called the meeting to order.  Also present were Commissioners James E. Harris, Jr. and Thomas L. Kime, Laura Howell, Administrator, and Stephanie Metz, Clerk.   

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

Per Defiance County Engineer Warren Schlatter’s recommendation, the Board awarded the bids for 2013 Bituminous Materials MWS 90 to K-Tech Specialty Coating of Ashley Indiana and HFRS2P to Asphalt Materials, Inc. of Oregon, Ohio.

 

Also per the Defiance County Engineer’s recommendation, the Board awarded the bids for 2013 Crushed Aggregate to all the bidders so that the County can obtain material from the most geographically and economically advantageous supplier.

 

Laura Howell, Administrator, met with the Board to provide her weekly update with various department and project updates. Laura informed the Board that the Records Center’s January statistics were reported as follows: 165 records requests and $115.61 received for copies.

 

The Commissioners held the First Public Hearing - Defiance County FY 2013 Community Development Block Grant (CDBG) Program FY 2013 Home Investment Partnerships Program Ohio Housing Trust Fund (OHTF). The purpose of the public hearing was to provide citizens with pertinent information about the programs available and program requirements.  A broad range of activities can be funded through the programs, including: housing rehabilitation, home ownership assistance, economic development, downtown revitalization, water and sewer facilities, flood and drainage facilities, streets and sidewalks, senior centers, parks, and demolition of unsafe structures.  Projects must be designed to primarily benefit low-to-moderate income persons, aid in the prevention of slums or blight, or meet an urgent need in the community.

 

The following CDBG/HOME/OHTF programs were available to Defiance County in FY 2012.  It is anticipated similar funding to be available in FY 2013:

Niki Warncke provided an overview of the above listed programs. A second public hearing will be held at a future announced date prior to the submittal by the County of specific grant applications.

 

Due to a CCAO Commissioners Training, there will be no session on Monday, February 11, 2012. There will also be limited staffing in the Commissioners’ Office on Monday, February 11- Tuesday, February 12, 2013 due to this training.
