COUNTY COMMISSIONERS

The Board of Defiance County Commissioners met in regular session at 8:30
a.m. on Thursday, February 14, 2013 in the Conference Room in the Commissioners
Office at 500 Court Street, Suite A, Defiance, Ohio
43512. Chairman Otto L. Nicely called
the meeting to order. Also present were
Commissioners James E. Harris, Jr. and Thomas L. Kime, Laura Howell, Administrator, and Stephanie Metz, Clerk.
The Commissioners met in General Session and approved and signed
various resolutions, contracts and documents.
The Commissioners also reviewed the calendar of events and discussed
upcoming meetings.
On February 11,
2013, the Commissioners’ Office received an Expedited Type 2 Annexation
Petition from Marc F. Warncke of Clemens, Korhn,
Liming & Warncke, Ltd., agent for the petitioners. The petition is for the
annexation of 46.385 acres in part of the Northwest ¼ and part of the West ½ of
the Northeast ¼ of Section 18 (T4N, R5E) of Richland Township into the City of Defiance. The
Clerk will proceed with requirements of the Ohio Revised Code for Expedited
Type 2 Annexation Petitions.
The Commissioners certified the January Solid Waste Disposal Submittal
Forms for the Landfill facilities. Defiance Township, as the host government
agency received $1,752.64. The Ohio Department of Natural Resources (ODNR) also
received $1,326.17 for the construction & demolition debris (C&DD)
waste.
The Commissioners approved a contract with Adriel
School, Inc. for in home Family Coaching Services (one of the foster homes
utilized by Defiance County). The purpose of the Family Coaching Program is to
help keep kids in the home with their parents, or to be able to return the kids
to the home of their parents, rather than staying in foster care.
Ron Cereghin, Defiance County Maintenance Supervisor, met with the
Commissioners to discuss the propane usage at the Highway Garage and Evergreen
Lane Office Complex. Ron researched the propane usage and presented a proposal
to the Commissioners to purchase the propane tanks to allow the ability to
obtain quotes for the propane usage. By following this procedure, the County
will save thousands annually.
Laura Howell,
Administrator, met with the Board to provide her weekly update with various
department and project updates. Laura reported that the Commissioners’ Office
received notice of sub award from the Ohio Family and Children First that
Defiance County Family and Children First received an additional $6,500.00 to
spend in state fiscal year 2013 for Family Centered Services, through June 30,
2013. The original allocation was $22,766.00. These funds focus on maintaining
children and youth in their own homes and communities by providing non-clinical
family centered services and supports. The target population is children ages
0-21 with multi-systemic needs who are receiving service coordination through
the Defiance County Family and Children First Council. Laura also reported that
the Defiance County Child Support Enforcement Agency received January, 2013
statistics: $554,681.00 received in collections, $66,098.76 expenditures,
caseload of 2,829.
Tim Houck,
Defiance County Environmental Services/Landfill Director, met with the
Commissioners for a monthly update. Tim reported $254,648.05 in sales from
8,336.73 tons and 29,020 cubic yards in January, compared to $217,988.32 in
sales from 6,790.14 tons and 22,204 cubic yards in January 2012.
Tina Hiler,
Defiance County Senior Services Director, met with the Commissioners for a
monthly update. Tina reported that the Senior Centers will be closed on April
19, 2013 for staff training. The Auxiliary's "One Man's Treasure"
Garage Sale will be held April 26th and 27th at the
Defiance Senior Center.
The Commissioners’
Office recently received the monthly Clerk of Courts’ report from Amy Galbraith
for January 2013. Amy reported collecting $12,770.85 in legal, $18,156.79 in
title, $356,329.87 in Sales or Use and Dealers’ Tax, and $17.50 in watercraft
tax. There were deposits of $88,056.87 in legal and $360,897.72 in title. There
were 1,653 titles issued, 422 notation of liens and 507 inspections.
There will be no
session on Monday, February 18, 2013, as County Offices are closed in
observance of Presidents’ Day.
