DEFIANCE COUNTY COMMISSIONERS

MONDAY, MARCH 11, 2013

 

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Monday, March 11, 2013 in the Conference Room in the Commissioners’ Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman Otto L. Nicely called the meeting to order.  Also present were Commissioners James E. Harris, Jr. and Thomas L. Kime, Laura Howell, Administrator, Stephanie Metz, Clerk, and Angelica Abels, Deputy Clerk.

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

The Commissioners approved the Annexation Petition of 46.385 acres in Richland Township into the City of Defiance.

 

Les McCaslin, Four County ADAMhs Board, met with the Commissioners for an update.

 

Warren Schlatter, Defiance County Engineer, met with the Commissioners for the bid openings for 2013 Crack Seal and 2013 Pavement Marking.

            The following bids were received for the 2013 Crack Seal: Scodeller Construction, Inc. - $117,112.50; M&M Asphalt - $51,009.00; DG Slurry Seal of Toledo, Inc. - $50,436.45; Roadway Services, Inc. - $61,939.50; J & A Construction Co. - $51,009.00; American Pavements, Inc. - $93,690.00. The Engineer’s Estimate for 52,050 pounds of Type IV Crack Seal was $59,857.50. The Commissioners took the bids under advisement and will award at a later date.

            The following bids were received for the 2013 Pavement Marking: Aero-Mark, Inc. - $101,070.55; Oglesby Construction - $101,710.75. The Engineer’s estimate was $101,070.55. The Commissioners took the bids under advisement and will award at a later date.

 

Those present for the State Auditor’s Entrance Conference were:  Linda Maag, Senior Audit Manager, Steve Flickinger, Assistant Chief Auditor, Jennifer Coleman, Auditor of State’s office, Marlene Goodwin, Auditor, Jill Little and Sharon Scheuerman, Auditor’s office, Russ Herman, Assistant Prosecuting Attorney, Sherry Carnahan, Deputy Fiscal Clerk, and Vickie Myers, Treasurer. 

 

The Entrance Conference was not conducted in an open meeting per the request of Ms. Maag in accordance with Section 121.22 (D) (2) of the Ohio Revised Code.  The State Auditors will audit Defiance County’s basic financial statements as of and for the year ended December 31, 2012.

 

Amy Galbraith, Defiance County Clerk of Courts, met with the Commissioners for an update. Amy informed the Commissioners that she is in the process of updating her computers and the scanning systems.

 

 

 

 

The Commissioners met with the City Board of Control to discuss whether the City would approve the County to utilize the City of Defiance’s former Municipal Court Building for use during the construction project of the County’s courthouse. The Commissioners stated that it will be approximately 6-8 months before the County will need to move the offices. The City representatives stated that they are willing to come to an agreement to allow the County to utilize the building without charging rent, if the County pays for its utilities and any needed remodeling. All were in agreement to discuss the matter further, once the County has an better idea of the timeline that will be needed.

 

On Tuesday, the Commissioners will be attending the 93rd Annual Meeting of the Defiance County District Advisory Council at Defiance County East.
