DEFIANCE COUNTY COMMISSIONERS

MONDAY, APRIL 1, 2013

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Monday, April 1, 2013 in the Conference Room in the Commissioners’ Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman Otto L. Nicely called the meeting to order.  Also present were Commissioners James E. Harris, Jr. and Thomas L. Kime, Laura Howell, Administrator, Stephanie Metz, Clerk, and Angelica Abels, Deputy Clerk.

 

Russ Herman, Defiance County Assistant Prosecutor, met with the Commissioners for an update on various pending legal matters.

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

Warren Schlatter, Defiance County Engineer, met with the Commissioners for an update.

The Board approved stone replacement on various drives at Auglaize Village. Warren stated that the contractor has started mobilization for the Defiance-Ayersville-Pleasant Bend Road Project. He also stated that Trinity Road remains closed due to culvert replacement.

 

The second public hearing for the Ohio Department of Development Community Development Block Grant (CDBG) Fiscal Year 2012 Economic Development Program for Hillandale Farms Ohio, LLC. was held. Representatives from Maumee Valley Planning Organization, Defiance County Economic Development, Defiance County Engineer, Mark Township Trustees and Hicksville Township Trustees were in attendance.

 

Dennis Miller, Maumee Valley Planning Organization, stated that the County is eligible for Fiscal Year CDBG 2012 Economic Development funding in the amount of $500,000 for a direct business loan and/or $500,000 for Infrastructure providing the County meets the applicable program requirements. On Thursday, February 23, 2012 the County conducted its first public hearing on the program, how it may be used, what activities are eligible, and other important program requirements.

 

Based on citizen input and local official’s assessment of County’s needs, the County is proposing to undertake the following Economic Development activity for Fiscal Year 2012:

 

 Hillandale Farms Ohio, LLC. Development

  1. $490,000 Off-site Infrastructure CDBG Funding and $10,000 CDBG General Administration.
  2. Benefit Low/Moderate Income Households.
  3. Hillandale Farms Ohio, LLC. Development, Hicksville Township Business Expansion.
  4. Phase 1 Project Description:  Off-site Infrastructure, Acquisition, Professional Services, New Construction, M&E Acquisition, and General Administration; Total Project Cost: $57,538,356; 65 new jobs created.

 

The Board authorized and directed the Chairman of the Board of Commissioners to submit an Economic Development Program Grant for Community Development Block Grant for the Hillandale Farms Ohio LLC. egg production and processing development project to the Ohio Department of Services Agency.

 

The Commissioners are still reviewing options for the pending vacant Administrator position.
