DEFIANCE COUNTY COMMISSIONERS

The Board of Defiance County Commissioners met in regular session at 8:00 a.m. on Thursday, May 2, 2013 in the Hicksville Village Council Room, Hicksville, Ohio.  Chairman Otto L. Nicely called the meeting to order.  Also present were Commissioners James E. Harris, Jr. and Thomas L. Kime, Laura Howell, Administrator, Stephanie Metz, Clerk and Sherry Carnahan, Fiscal Clerk.

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

The Commissioners approved the following contracts: SFY 2014 Foster Care Placement and Residential Treatment Services for Youth Contract between Defiance County JFS and The Marsh Foundation and Inner Peace Homes, Inc., Family Foster Care Placement and Therapeutic Foster Care Services for Youth and Purchase of a Service Contract between Defiance County JFS and Adriel School, Inc.

 

The Commissioners approved staffing changes to distribute duties, so that an Operations Manager/Administrator is not hired. Sherry Carnahan is being promoted from Fiscal Deputy Clerk to Finance Manager/Administrator. Lanie Lambert is returning to the Commissioners’ Office from the Records Center to take the position of Human Resources/Finance Deputy Clerk. The Clerk, Stephanie Metz, will now be the office manager of both the Commissioners’ Office and Records Center. Laura’s last day of employment with Defiance County is May 24, 2013, however, the Board decided to implement the staff changes effective Monday, May 6, 2013.

 

Laura Howell, Administrator, met with the Board to provide her weekly update with various department and project updates.

 

The Commissioners attended a meeting with Ohio Rail Development Commission (ORDC) and Napoleon, Defiance & Western Railroad (ND & W) regarding potential future funding opportunities to repair the ND & W line.

 

Niki Warncke, Maumee Valley Planning Organization, met with the Commissioners for a hearing to amend the Fiscal Year 2012 Community Development Block Grant (CDBG) Formula Allocation Program.  The CDBG Formula Allocation Program application was submitted to the Ohio Development Services Agency in June 2012.   The county was eligible for $72,000 of FY 2012 CDBG Formula Allocation Program funding.  On June 11, 2012, a public hearing was conducted to recommend the following activities for funding:

All the terms contained in the original FY 2012 Formula Allocation Grant Agreement (B-F-12-1AS-1) between the Ohio Development Services Agency and the Defiance County Commissioners shall remain in effect and no terms of the original agreement, except those set out above, will be changed by the amendment.

 

Niki also reviewed the application for the FY 2013 CDBG CD Allocation (formerly Formula Allocation). Defiance County was allocated $75,000, of which $15,000 is for Administration and Fair Housing. The County can approve up to three projects for the remaining $60,000 allocation. Applications were received from the following organizations: Village of Ney, Johnson Memorial Library – Hicksville, Huber Opera House (2 applications), Defiance Township, Tiffin Township, and the Village of Sherwood. Niki will obtain additional information for the Board to make a final determination of projects.

 

 

On Friday, the Commissioners will attend a meeting regarding Employer Shared Medical with First Insurance Group at First Federal Operations Center and the Local Emergency Planning Committee Tabletop Exercise at the Emergency Management Agency Building.
