DEFIANCE COUNTY COMMISSIONERS

The Board of Defiance County Commissioners
met in regular session at 8:30 a.m. on Thursday, May 30, 2013 in the Conference
Room in the Commissioners’ Office at 500 Court Street, Suite A, Defiance, Ohio 43512.
Chairman Otto L. Nicely called the meeting to
order. Also present were Commissioners
James E. Harris, Jr. and Thomas L. Kime, Sherry Carnahan, Finance
Manager/Administrator, and Stephanie Metz, Clerk.
The Commissioners met in General Session and
approved and signed various resolutions, contracts and documents. The Commissioners also reviewed the calendar
of events and discussed upcoming meetings.
On Tuesday, May
28, 2013, the Commissioners’ Office received an Expedited Type 2 Annexation
Petition from Stephen Hubbard, Agent for Havest Life,
Inc. The petition is requesting the annexation of 5.559 acres of land in
Defiance Township into the City of Defiance. The Clerk will forward the
information to the Defiance County Engineer for review and proceed with the
process in accordance with Ohio Revised Code.
The Commissioners approved a Demolition Contract with
Shininger Surface Drainage for the Moving Ohio Forward Program for a residence
on Trinity Road.
Kevin Hancock, Defiance County Ditch
Maintenance, met with the Commissioners to review the Annual Ditch Maintenance
Assessments. Kevin provided a list of the proposed assessments that included
the 2013 proposed repairs, 2014 estimated financial needs, current financial
balances and projected 2014 financial balances.
Josh O’Hara,
Elaine Ostrander, Frank & Sandra Sanders, Fort Defiance Humane Society, met
with the Commissioners to provide an update and request financial support.
Randy Vogel, Defiance County Dog Warden, Charlie Bakle,
Defiance Township Trustee, and Todd Helberg,
Crescent-News, also were in attendance. Elaine provided an update to the
Commissioners. She stated that there is now a camera security system in place
at the Shelter. The construction of a roof over the exercise area is projected
to begin this summer. A used van was recently purchased. She also provided a
copy of the 2012 financials and the 2013 budget, which showed a negative ending
balance of $21,535.00. She noted that this budget did not include any financial
support from the Commissioners. The Board stated that they appreciated the
reports provided and will make a decision regarding providing financial support
by the end of next week. Josh informed the Board that his primary goal is to
increase adoptions and use of rescue facilities. He is continuing to rebuild
the organization and business relationships. The Commissioners asked Elaine and
Josh if they felt the recent decision by Paulding County Commissioners would
affect the Fort Defiance Humane Society. Elaine stated that Paulding County’s
operations already affect the agency. Paulding County runs a dog pound, not a
humane society, so they do not accept felines. Many of them come to Defiance
County. In 2012 there were 78 animals received from Paulding County residents.
