COUNTY COMMISSIONERS
MONDAY, JULY 15, 2013
The Board of Defiance County Commissioners met in regular session at
8:30 a.m. on Monday, July 15, 2013 in the Conference Room in the Commissioners’
Office at 500 Court Street, Suite A, Defiance, Ohio
43512. Chairman Otto L. Nicely called the meeting to order. Also present were Commissioners James E. Harris,
Jr. and Thomas L. Kime, Sherry Carnahan, Finance Manager/Administrator, and Stephanie
Metz, Clerk.
The Commissioners met in General Session and approved and signed
various resolutions, contracts and documents. The Commissioners also reviewed
the calendar of events and discussed upcoming meetings.
Sandy Schappert, Defiance County Child Support Enforcement Agency, met
with the Commissioners for a quarterly update. Sandy informed the Board that in
the last quarter there were 33 paternities established; 98 Court and/or
administrative hearings held; and 41 support orders established. Through June
2013, there was $3,504,608.00 in collections from 2,786 cases, compared to
$3,579,692.00 from 2,896 cases in 2012.
Greg Reinhart, Defiance County Wastewater Operations Director, met with
the Commissioners for an update. Greg reported the following repairs being
completed in June: pulled and cleaned pumps at Defiance County’s Auglaize River
Sewer Pump Station #7; greased and oiled all plants and pump stations, and
changed all air filters on the compressors for both Defiance and Paulding
County’s Auglaize River Sewer; Defiance County Ditch Maintenance sprayed the
Auglaize River Sewer’s lagoon for vegetation control; mowed the Express Sewer
Pump Station; cleaned the sand filter at Middle Gordon Creek; sprayed Evansport
Wastewater Treatment Plant for vegetation control; installed new tubing at
Express Sewer Pump Station; installed a rebuilt pump at Defiance County’s
Auglaize River Sewer Pump Station #7; pump sludge from Evansport Wastewater
Treatment Plant and hauled to the Defiance City Wastewater Treatment Plant.
During June there was $59,792.34 billed out, $52,533.54 collected and expenses
of $43,675.10.
Steve Slusher, Stantec, and Matt Gilroy,
Defiance Airport Authority Board, met with the Commissioners for the bid
opening for the Airport Lighting project. The pre-bid estimate for the project
was $259,000.00 for the base bid and $283,000.00 for the alternate bid. The
base bid is for incandescent lighting fixtures; the alternate bid is for LED
lighting fixtures. The following bids were received: Vaughn Industries – base
bid was not totaled, $230,151.18 alternate bid; Brint
Electric - $286,509.65 base bid, $292,477.49 alternate bid; Jess Howard
Electric - $311,799.00 base bid, $327,394.10 alternate bid; Lake Erie Electric
- $284,550.00 base bid, $263,919.00 alternate bid; Perram
Electric - $251,805.03 base bid, $277,338.01 alternate bid. The Commissioners
took the bids under advisement and will award at a later date.
Vickie Meyers, Defiance County Treasurer, and Amy Galbraith, Defiance
County Clerk of Courts, met with the Commissioners for the Second Quarter
Investment Advisory Committee Meeting. The Defiance County Investment Portfolio, Landfill Closure Portfolio
and Post Closure Portfolio were approved.
Vickie informed
the Commissioners that the Defiance County Treasurer’s Office offers a Taxpayer
Installment Payment Program (TIPP) which allows property and Manufactured Home
owners to budget ahead for future taxes.
She feesl there is a continuing need for
individuals to be able to set aside money on a monthly basis for their
half-year taxes. With Defiance County
having a large number of residents who are on a fixed income, this is a great
opportunity for them to prepay their real estate or Manufactured Home taxes. There
are two options that taxpayers have in making payments.

The
first is by coupon payment. The half-year tax is divided into 5 payments. The first four payments will be made by
coupon. The last payment will be made
from your tax bill showing the half-year tax less your payments, and the
balance due. There are no payments due
for the months of December or June because those are the months we prepare the
tax bills for the final payment. The
cycle for the first half-year tax due early February starts in August and the
cycle for the second half-year tax due July 20th starts in February.

The
other option would be automatic withdrawal from your bank account. The cycle is the same as for coupon payments, however they deduct the monthly payments from your
bank account. This can be done either
monthly or on a semi-annual basis.
