DEFIANCE COUNTY COMMISSIONERS

MONDAY, AUGUST 5, 2013

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Monday, August 5, 2013 in the Conference Room in the Commissioners’ Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman Otto L. Nicely called the meeting to order.  Also present were Commissioners James E. Harris, Jr. and Thomas L. Kime, Sherry Carnahan, Fiscal Manager/Administrator, and Stephanie Metz, Clerk.

 

Morris Murray, Defiance County Prosecuting Attorney, and Russ Herman, Defiance County Assistant Prosecuting Attorney, met with the Commissioners for an update on various pending legal matters.

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents. The Commissioners also reviewed the calendar of events and discussed upcoming meetings.  

 

The Commissioners approved a resolution to authorize the Defiance County Auditor to received dog license fees for the year 2014 in accordance with Ohio House Bill 59 and subsequent payment to OSU College of Veterinary Medicine. These changes are effective with the 2014 dog licenses, that will be sold beginning December 1, 2013.

1 Year Dog License Fees

$20.00 per dog per ORC 955.14, $20.00 late fee penalty per ORC 955.05

3 Year Dog License Fees

$60.00 per dog per ORC 955.14

Permanent Dog License Fees

$200.00 per dog per ORC 955.14

Kennel Fee

$100.00 per ORC 955.14

OSU College of Veterinary Medicine

.10 cents – 1 Year; .30 cents – 3 Year; $1.00 – Permanent per ORC 955.14

 

Albert Tennyson stopped into session to apply for annexation. The Commissioners informed him that an application for annexation needs to be done in writing, and since there are so many requirements of the Ohio Revised Code (Section 709) that must be met, it is recommended that landowners utilize an attorney for the annexation process. Mr. Tennyson stated that he was informed that the Commissioners initiated the requirement of the landowners to annex into the City of Defiance. The Commissioners explained that they do not initiate annexations. If an annexation petition is filed and all the requirements of the Ohio Revised Code are met, the Commissioners MUST approve the annexation.

 

Warren Schlatter, Defiance County Engineer, met with the Commissioners for a weekly update. Warren informed the Board that the work at Garden Ridge and on Defiance-Ayersville-Pleasant Bend Road is continuing.  Fulmer Road is now open with the base coat of asphalt in place. The contractor has started the work on Dohoney Road. The Highway crews are continuing to mow and are working on replacing a culvert on Egler Road for the Adams Township Trustees.

 

Vickie Meyers, Defiance County Treasurer, met with the Commissioners to discuss bank depository contracts. Vickie will be starting the process of requesting proposals from interested financial institutions to be a public depository for Defiance County for four years.
