DEFIANCE COUNTY COMMISSIONERS

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Thursday, August 8, 2013 in the Conference Room in the Commissioners’ Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman Otto L. Nicely called the meeting to order.  Also present were Commissioners James E. Harris, Jr. and Thomas L. Kime, Sherry Carnahan, Fiscal Manager/Administrator, and Angie Abels, Deputy Clerk.

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents. The Commissioners also reviewed the calendar of events and discussed upcoming meetings.  

 

The Commissioners certified the July Solid Waste Disposal Submittal Forms for the Landfill facilities. Defiance Township, as the host government agency received $2,422.56. The Ohio Department of Natural Resources (ODNR) also received $2,601.44 for the construction & demolition debris (C&DD) waste. Monthly (MSW) Disposal fees paid to the Ohio EPA for the Defiance County Landfill was $34,356.38.

 

Based on the recommendation of Defiance County Auditor Marlene Goodwin, the Commissioners approved an Online Dog Licensing System Agreement with Fairfield Computer Services, LLC. to being selling dog licenses. This will be implemented for the 2014 dog license sales.

 

On Tuesday, August 6, 2013, the Commissioners’ Office received a petition for annexation from Stephen F. Hubbard, agent for the petitioners.  The petition is requesting 12.456 acres of land in the southeast quarter of Section 11 of Noble Township to be annexed into the City of Defiance. This is an Expedited Type 2 annexation. The Clerk will move forward with the process in accordance with Ohio Revised Code.

 

Sherry Carnahan, Finance Manager/Administrator, met with the Commissioners for a monthly update.

 

Julie Rittenhouse, Defiance County Public Safety Services Coordinator, and Kelly Lowry and Jim Couzins, Comp Management, met with the Commissioners to review the County’s workers’ compensation rates. Lowry reported that Defiance County is doing a good job of controlling claims. Lowry discussed the pooled group the county is in now and the group’s retrospective rating. Defiance County would be grouped with other counties to earn refunds based on the performance of the group. The commissioners approved removing the County from the current County Commissioner Association of Ohio group rating plan and enrolling in the County Commissioners Association 2014 workers compensation group retrospective rating program effective January 1, 2014.

 

Dennis Miller and Matt Davis, Maumee Valley Planning Organization, Russ Herman, Defiance County Assistant Prosecuting Attorney, and Archie Lunsey, Chief of the Division of Environmental Response and Revitalization for the Northwest District office of the Ohio EPA, met with the Commissioners to discuss the former SK Tools site.

 

The Commissioners’ Office recently received notice that the legal department of the Defiance County Clerk of Courts will be closed on Tuesday, August 13, 2013 due to a training from the US Department of State.

 

The Commissioners’ Office recently received the monthly report from Cecilia Parsons, Defiance County Recorder. Cecilia reported the following instruments recorded in July 2013: 181 deeds, 187 mortgages, 211 releases, 5 power of attorneys, 1 plat and 1 lease. This compares to 137 deeds, 217 mortgages, 223 releases, 9 power of attorneys, 0 plats, and 1 lease in July 2012. There were receipts of $29,299.95 in July, of which $14,344.60 went to the Housing Trust Fund and $12,639.35 went to the General Fund.
