COUNTY COMMISSIONERS

The Board of Defiance County Commissioners met in regular session at
8:30 a.m. on Thursday, September 19, 2013 in the Conference Room in the
Commissioners’ Office at 500 Court Street, Suite A, Defiance,
Ohio 43512. Chairman Otto L. Nicely called the meeting to order. Also present were Commissioners James E. Harris,
Jr. and Thomas L. Kime, and Stephanie Metz, Clerk.
The Commissioners met in General Session and approved and signed
various resolutions, contracts and documents. The Commissioners also reviewed
the calendar of events and discussed upcoming meetings.
The Commissioners
approved 3 Expedited Type 2 annexation petitions.

Jerry Hayes and Paige VanderSluijs, Defiance
County Economic Development, met with the Commissioners for a monthly update.
Jerry Arkebauer, Regional Port Authority of Northwest Ohio, met with
the Commissioners to request approval of $7,800,000.00 in Regional Port
Authority of Northwest Ohio Port Authority Facility Revenue Bonds for Hillandale
Farms Ohio Project. The Regional
Port Authority of Northwest Ohio, the duly created and acting port authority of
Defiance County, Ohio (the “Authority”) has approved the issuance of not to
exceed $7,800,000 in principal amount of its port authority facility revenue
bonds, the sale proceeds of which are to be loaned to Hillandale Farms Ohio
LLC, an Ohio limited liability company, to assist in financing certain costs of
acquiring, constructing, furnishing, installing and equipping solid waste
disposal components of the Company’s proposed egg laying facilities within
Defiance County, Ohio, the payment of interest incurred during construction of
the Project, and certain costs of issuance of the Bonds. The Project qualifies
for financing under Ohio’s Port Authority Act, Sections 4582.21 through .59 of
the Ohio Revised Code. Section 147(f) of the Internal Revenue Code of 1986, as
amended, requires that the highest elected official body of Defiance County,
Ohio, approve the issuance of the Bonds, which in this case is the Defiance
County Board of Commissioners. The Commissioners approved the issuance of the
Bonds.
Randy Vogel, Defiance County Dog Warden, met with the Commissioners for a
monthly update. Randy reported investigating 110 calls that resulted in 19 dogs
taken to the shelter, 19 warnings written and 25 citations issued during
August. There was 3,956 miles driven and $535.00 received in Municipal Court
fines.
Tina Hiler, Defiance County Senior Services Director, met with the
Commissioners for a monthly update. Tina reported that both Senior Centers will
be closed on Friday, October 18, 2013 for a staff training day. Tina stated
that on August 29, 2103 there was an IIIC Nutrition
Monitor visit that resulted in no findings. The Senior Services staff and
Auxiliary will be the sole provider for pop and water at the Defiance Ribfest. The Halloween Dance is being held on Wednesday,
October 30th at the Fairgrounds Multipurpose Building beginning at
5:00 p.m. The Thanksgiving Dinner is scheduled for Thursday, November 21st
at the Defiance Senior Center. Defiance Senior Service’s Rest and Recuperation Program was the recipient of
$12,000.00 grant from the Ohio Department on Aging’s “Ohio Life Span Initiative”.
They were one of 5 grants awarded state-wide. These funds are to be used for supplies and
educational purposes pertaining to the enhancement of the Rest and Recuperation
Program.
The Commissioners’
Office recently received a new estimate from the Department of Taxation for
revenues to be received from the Local Government fund in 2014.
