DEFIANCE COUNTY COMMISSIONERS

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Thursday, October 17, 2013 in the Conference Room in the Commissioners’ Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman Otto L. Nicely called the meeting to order.  Also present were Commissioners James E. Harris, Jr. and Thomas L. Kime, Sherry Carnahan, Fiscal Manager/Administrator, and Stephanie Metz, Clerk.

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents. The Commissioners also reviewed the calendar of events and discussed upcoming meetings.  

 

The Commissioners approved an Expedited Type 1 Annexation petition from John Weaner, agent for the petitioners, for 0.653 acres of real estate in Noble Township (to be annexed into the City of Defiance). Expedited Type 1 Annexations require the signatures of all property owners in the territory proposed to be annexed. In addition, all of the following parties, practically speaking, must consent to the annexation:  the municipality to which annexation is proposed; each township, any portion of which is included within the territory proposed to be annexed; the agent for the petitioners. Consent is evidenced by the petition being accompanied by an annexation agreement or a cooperative economic development agreement (CEDA) executed by the municipality and each township, any portion of which is included within the territory proposed for annexation, and by the petition containing signatures of all property owners in the territory proposed to be annexed. This particular Annexation Petition was accompanied by an Annexation Agreement between Noble Township Trustees and the City of Defiance.

 

The Commissioners certified the September Solid Waste Disposal Submittal Forms for the Landfill facilities. Defiance Township, as the host government agency received $2,254.65. The Ohio Department of Natural Resources (ODNR) also received $1,252.30 for the construction & demolition debris (C&DD) waste. Monthly (MSW) Disposal fees paid to the Ohio EPA for the Defiance County Landfill was $32,848.63.

 

Jerry Hayes & Paige VanderSluijs, Defiance County Economic Development, met with the Commissioners for a monthly update.

 

Jason Roehrig, Defiance County Soil & Water, and Nathan Guilford, farm tenant, met with the Commissioners to discuss the drainage of the Evergreen Lane Farm land.

 

Randy Vogel, Defiance County Dog Warden, met with the Commissioners to provide a monthly update. Randy reported investigating 96 calls in September which resulted in 16 dogs taken to the shelter, 17 warnings issued and 15 citations written. There was 3,995 miles driven and $940.00 received in Municipal Court fines. There has been $105,579.00 received from dog and kennel license sales in 2013; this is $14,255.00 more than in 2012. 2014 dog and kennel licenses will be available for purchase beginning on December 1, 2013. This is the first year that Defiance County citizens can purchase the licenses on-line via the Defiance County Auditor’s website (www.defiance-county.com/auditor/index.php).

 

Tina Hiler, Defiance County Senior Services Director, met with the Commissioners to provide a monthly update. Tina informed the Board that they began offering assistance for Medicaid Part D on October 15th and this will continue through December 7, 2013. Tina thanked Coca-Cola, DHS Football team, City Beverage, and Defiance Tourism Bureau for assisting with the pop and water sales at Ribfest. DCSS Auxiliary raised $2,556.00, which will be used for the purchase of Christmas decorations. The Halloween Dance is scheduled for Wednesday, October 30th at the Fairgrounds Multipurpose Building beginning at 5:00 p.m. The Thanksgiving Dinner is scheduled for Thursday, November 21st at 11:30 a.m. at the Defiance County Senior Center. Tina and the Board would like to thank Cooper Farms for donating 125 pounds of turkey for the 2013 Senior Services Thanksgiving Dinner. This is the second year in a row that Cooper Farms has been generous enough to provide the meat for the Thanksgiving Dinner.

 

Due to lack of sponsorship, the 2013 Household Hazardous Waste collection has been cancelled.
