COUNTY COMMISSIONERS

The Board of Defiance County Commissioners met in regular session at
8:30 a.m. on Thursday, October 24, 2013 in the Conference Room in the
Commissioners’ Office at 500 Court Street, Suite A, Defiance,
Ohio 43512. Chairman Otto L. Nicely called the meeting to order. Also present were Commissioners James E. Harris,
Jr. and Thomas L. Kime, Sherry Carnahan, Fiscal Manager/Administrator, and Stephanie
Metz, Clerk.
The Commissioners met in General Session and approved and signed
various resolutions, contracts and documents. The Commissioners also reviewed
the calendar of events and discussed upcoming meetings.
Cecilia Parsons,
Defiance County Recorder, met with the Commissioners to discuss the Recorder’s
Technology Fund. Since 1993 there has been a provision in Ohio Law for an
agreed upon amount from the fee for each document recorder or filed in the
Recorder's Office to be placed in the county Treasury "to supplement the
needs of the County Recorder". The Board of Commissioners in the past has always
approved the request of the County Recorder to maintain this fund. Effective
September 29, 2013, Section 317.321 has been revised to allow the Recorder to
request up to $8.00 for the Technology Fund. Cecilia submitted a proposal to increase the
Technology Fund for travel expenses, equipment needs and other services
utilized by the County Recorder at the rate of $5.00 per document. The proposed
period for the continued agreement is five years: 2014, 2015, 2016, 2017 and
2018. This is an increase from $4.00 per document. The Board has until December
15, 2013 to make a formal decision on this matter.
Christina Kuchle, Ohio Scenic Rivers Program,
met with the Commissioners to inform them of the program. The Ohio Scenic Rivers
Program is a part of the Ohio Department of Natural Resources (ODNR), Division
of Watercraft. Christina stated that there is 95 miles of the Maumee River in
Ohio that is designated a “Scenic River”. In order for a river to be designated
as a “Scenic River”, a “grassroots” movement is needed before ODNR will start
the process.
Tim Houck, Defiance County Landfill Director, met with the Commissioners
for a monthly update. Tim reported that during September there were sales of $299,744.50
from 10,277.05 tons and 34,625 cubic yards. This compares to $288,265.51 in
sales from 10,841.65 tons and 33,863 cubic yards in September 2012.
Sherry Carnahan, Finance Manager/Administrator, met with the Commissioners
to provide an update on various pending projects.
