DEFIANCE COUNTY COMMISSIONERS

The Board of Defiance County Commissioners met in
regular session at 8:30 a.m. on Thursday, February 19, 2015 in the Conference
Room in the Commissioners’ Office at 500 Court Street, Suite A, Defiance, Ohio
43512. Commissioner Thomas L. Kime called the meeting to order. Also present were Commissioners Ryan Mack and
Otto L. Nicely, Sherry Carnahan, Finance Manager/Administrator, and Stephanie
Metz, Clerk.
The Commissioners met in General Session and
approved and signed various resolutions, contracts and documents. The
Commissioners also reviewed the calendar of events and discussed upcoming
meetings.
Per the recommendation of Warren Schlatter,
Defiance County Engineer, the Commissioners awarded the following bids:

2015 Crushed Aggregate program to all of the bidders (Custar Stone Co.,
Stoneco, Inc. (Auglaize and Scott quarries), Stafford Gravel, Inc. and Hanson Aggregate)
so that material can be obtained from the most geographically/economically
advantageous supplier;

The Commissioners certified the January Solid Waste
Disposal Submittal Forms for the Landfill facilities. Defiance Township, as the
host government agency received $1,994.52. The Ohio Department of Natural
Resources (ODNR) also received $851.85 for the construction & demolition
debris (C&DD) waste. Monthly (MSW) Disposal fees paid to the Ohio EPA for
the Defiance County Landfill was $31,492.54. The Four County Solid Waste
District received $10,890.83.
Tina Hiler, Defiance
County Senior Services’ Director, met with the Commissioners to provide a
monthly update. Tina reported that the Alzheimer’s Support Group will be
hosting an evening meeting at 7:00 p.m. on April 20th. Tina reviewed
the department’s policy for when the staff is unable to deliver meals or
provide transportation services. Tina reported that if the staff is unable to
deliver meals, the nutrition staff will attempt to contact each participant on
the meal routes to check on their well-being and to let them know that their
meal is unable to be delivered that particular day. The staff asks if the
participant has enough food, running water, heat, electricity and their
medications. The nutrition staff prepares frozen meals and shelf stable meals
(are able to be consumed without heating up) in advance and these are provided
to the participants to keep at their homes. If food or medications are needed
by the participant, two staff members will travel together to assist the
participant, if possible. If there is not heat, electricity or water in the
home, the staff will insure the proper utilities are notified as well as the
participant’s emergency local contact wo that they are aware of the situation. Similar
calls are made by the staff for the participants who attend the Centers on a
regular basis. If participants need to be transported to a facility for medical
reasons (i.e. dialysis) the transportation is provided. If a level 3 emergency
is declared, the staff contacts the Sheriff’s Office to assist with the
transport of the participant. The staff also responds to the needs of the
seniors as they call in to the Centers throughout the day.
Jerry Hayes and Paige
VanderSluijs, Defiance County Economic Development, met with the Commissioners
to provide a monthly update. Paige informed the Board that APT Manufacturing
Solutions will be speaking to Hicksville students on Friday about the
internship program and facility tours are being scheduled.
Randy Vogel, Defiance
County Dog Warden, met with the Commissioners to provide an update. Randy
reported investigating 61 calls in January, which resulted in 10 dogs taken to
the shelter, 15 warnings issued and 6 citations issued. There were 3,364 miles
driven on the two vehicles and $609.00 received in Municipal Court fines.
Linda Maag and Elizabeth Sudlow, State Auditor’s
Office, met with the Commissioners and members of the Audit Committee for the
entrance conference. The entrance conference was not conducted in an open
meeting per the request of Ms. Maag in accordance with Section 121.22 (D) (2)
of the Ohio Revised Code. The State
Auditors will audit Defiance County’s basic financial statements as of and for
the year ended December 31, 2014.
