DEFIANCE COUNTY COMMISSIONERS
MONDAY, FEBRUARY

The Board of Defiance County Commissioners met in
regular session at 8:30 a.m. on Monday, February 8, 2016 in the Conference Room
in the Commissioners’ conference at 500 Court Street, Suite A, Defiance, Ohio 43512. Commissioner Otto L. Nicely called the meeting to order. Also present were Commissioner Ryan Mack,
Sherry Carnahan, Finance Manager/Administrator, and Stephanie Metz, Clerk.
The Commissioners met in General Session and
approved and signed various resolutions, contracts and documents. The
Commissioners also reviewed the calendar of events and discussed upcoming
meetings.
The Commissioners certified the January Solid Waste
Disposal Submittal Forms for the Landfill facilities. Defiance Township, as the
host government agency received $1,911.14.
The Ohio Department of Natural Resources (ODNR) also received $926.85
for the construction & demolition debris (C&DD) waste. Monthly (MSW)
Disposal fees paid to the Ohio EPA for the Defiance County Landfill was
$28,397.51. The Four County Solid Waste District received $9,843.46.
Through the Moving Ohio
Forward Program and Neighborhood Stabilization Program, many blighted
residential structures were demolished in Defiance County. The Defiance County
Commissioners have decided to implement a similar program using County
funds. The Defiance County Commissioners
are now accepting nominations for projects to be funded for demolition.
Nominations are due May 1, 2016. The projects will then be assessed and
prioritized by the Commissioners. Prioritization will be based on impact. It is
anticipated to initially allow one project per Local Government Entity (each Township, Village
and City); however this may change based on funding. If you are interested in
participating in this program, contact your Township Trustee, Village Official
or City Official. To qualify for assistance in demolition, there are
certain requirements that the project must meet:
1. It must be a residential home, meaning
it is on zoned land for residential use, has been used as a residential
dwelling, or connected to a structure that has been a residential dwelling mix.
2. It must be vacant, meaning the
property is unoccupied, and has been, for at least 90 days, but was previously
residential and documentation of such status can be verified.
Niki Warncke, Maumee
Valley Planning Organization, met with the Commissioners for the First Public
Hearing for the Defiance County PY 2016 Community Development Block Grant
(CDBG) Program, PY 2016 Home Investment Partnerships Program (HOME), and Ohio
Housing Trust Fund (OHTF). Niki explained each of the programs and stated that
applications are available for the FY 2016 CDBG Community Development Program,
which must be completed and submitted by 4:00 p.m. on Wednesday, April 6, 2016.
Warren Schlatter,
Defiance County Engineer, met with the Commissioners for the bid opening for
2016 Miscellaneous Concrete and to provide a weekly update. Bids were received
from Center Concrete, Inc. and Baker-Shindler. The Commissioners took the bids
under advisement and will award at a later date.
Julie Rittenhouse,
Defiance County Public Safety Services’ Coordinator, met with the Commissioners
to provide a quarterly update.
