The Board of Defiance County Commissioners met in regular session at 9:00 a.m. on Monday, April 16, 2018 in the in the Commissioners’ Session Room at 500 Court Street, Defiance, Ohio 43512. President Ryan Mack called the meeting to order.  Also present were Commissioners Gary Plotts and Mick Pocratsky, Sherry Carnahan, Finance Manager/Administrator, and Stephanie Metz, Clerk.

 

The Commissioners met in General Session; they approved and signed various resolutions, contracts and documents. The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

Morris Murray, Defiance County Prosecuting Attorney, and Dave Yost, Ohio Auditor, met with the Commissioners. They discussed the County budget and the effects of the opioid epidemic on the County’s budget.

 

Warren Schlatter, Defiance County Engineer, met with the Commissioners to provide a weekly update for the Engineer’s Office and a monthly update for the Landfill. Warren stated that work has begun on the Watson Road bridge. The contractor delayed the start of the road widening projects for one week due to the weather; they plan to begin on Watson Road. The paving contractor plans to begin next week.

 

Connie Bostelman and Tammy Renollet, Defiance County Child Support Enforcement Agency, met with the Commissioners to provide a quarterly update. Connie reported that during the first quarter of the year there were 10 genetic tests performed, 140 administrative and/or court hearings held, 49 obligors submitted to credit reporting agencies, 48 paternities established and 53 support orders issued.

 

Greg Reinhart and Jan Rethmel, Defiance County Wastewater Operations, met with the Commissioners to provide a monthly update. Greg reported billing out $58,721.34, collecting $103,787.87, and having expenses of $44,669.89 in March.

 

Russ Herman, Defiance County Prosecuting Attorney’s Office, met with the Commissioners to discuss various legal matters.

 

Representative Craig Riedel met with the Commissioners and discussed the pending bill to fund voting equipment.

 

Sandy Kessler, Maumee Valley Planning Organization, met with the Commissioners for the second public hearing for PY 2018 CHIP (Community Housing Impact & Preservation) Program. Sandy stated that Maumee Valley Planning would like to apply for $1,150,000 for the Maumee Valley South Consortium (Defiance County, Paulding County and the City of Defiance). She proposed the following activities for this program:

The Commissioners approved submitting a Community Housing Impact and Preservation Program Grant Application to the Ohio Development Services Agency.

 

Amy Hoffman, Palmer Energy, met with the Commissioners to renew the electric aggregation for the Defiance Senior Center. The Commissioners approved a new electric aggregation agreement with Dynegy for the Defiance Senior Center.
