The
Board of Defiance County Commissioners met in regular session at 9:00 a.m. on
Monday, July 16, 2018 in the in the Commissioners’ Session Room at 500 Court
Street, Defiance, Ohio 43512. President Ryan Mack called the meeting to
order. Also present were Commissioners Mick
Pocratsky and Gary Plotts, Sherry Carnahan, Finance Manager/Administrator, and Stephanie
Metz, Clerk.
Prior
to session, the Commissioners presented a proclamation to Ric
Booher, Commander VFW 3360 and Vice President of VVA Chapter 954, for the Ohio Flags of Honor Traveling
Memorial. The Ohio Flags of Honor Traveling Memorial is a special event to
honor our Ohio daughters, sons, sisters, and brothers who have died in the wars
in Iraq and Afghanistan and throughout the world fighting the War on Terror. The
traveling display is a way to help facilitate fellowship for families, friends,
and communities who want to pay tribute to Ohio’s fallen soldiers. Over 600
American flags will be arranged and displayed in humble respect to the Gold
Star Families that have given the ultimate sacrifice of a loved one to the War
on Terror. The names of each fallen individual are announced followed by a
single bell toll and a U.S. flag bearing the fallen hero’s name is placed in
the memorial field. The Board of Defiance County Commissioners encourage all
citizens to attend this vivid, but silent, tribute to these courageous men and
women with an Opening Ceremony at 10:00 am on July 21st and Day of
Reflection until 2:00 pm on July 22nd at the Defiance Elks, 1760
Jefferson Ave.
The
Commissioners met in General Session; they approved and signed various
resolutions, contracts and documents. The Commissioners also reviewed the
calendar of events and discussed upcoming meetings.
The Commissioners
certified the June Solid Waste Disposal Submittal Forms for the Landfill
facilities. Defiance Township, as the host government agency, received $2,671.69. The Ohio Department of Natural Resources (ODNR) also received $3,231.26 for the construction, &
demolition debris (C&DD) waste. Monthly (MSW) Disposal fees paid to the Ohio EPA for the Defiance
County Landfill was $36,736.11. The Four County Solid Waste District received $13,262.85.
Jim
Harris and Wes Zwiebel, Brunersburg Water & Sewer
District, and Todd Jenkins, Peterman Associates, met with the Commissioners to
discuss the Evansport Water System’s Findings and Orders. The system is under
Findings & Orders from the Ohio EPA due to high TTHM
levels. Peterman Associates completed a survey of the system. They provided the
Board with three options to correct the TTHM levels
for the Evansport customers. Their recommendation was to install an aeration
plat/booster station. The cost ranges from $843,750 to $1,012,500. The Commissioners
approved Peterman Associates to submit the general plan to the EPA and continue
the process. The Commissioners will work with other local agencies to attempt
to obtain grants and/or loans to reduce the cost to the system’s users.
Greg
Reinhart and Jan Rethmel, Defiance County Wastewater Operations, met with the Commissioners
to provide a monthly update. They reported billing out $59,176.94, collecting
$59,559.17, and having expenses of $112,134.57 during June.
Jerry
Hayes and Carla Hinkle, Defiance County Economic Development, met with the Commissioners
to provide a monthly update.
The
Commissioners held the viewing on a request filed a landowner for the vacation
of Market Street, south of Second Street and north of Third Street, and the
east-west alley between Lot 62 and Lot 65 of the Village of Brunersburg in
Noble Township, Defiance County, Ohio. A Public Hearing will be held Monday,
July 30, 2018 at 1:00 p.m. at the Defiance County EMA Building, 22491 Mill
Street, Defiance, Ohio 43512.
